Echelon

Echelon is a fantasy, pre-steampunk setting and game system written by a guy called Richard.

Apparently it is "low magic, low fantasy, indiana jones meets tomb raider in 1760 with added airships."

It also has French Orcs. Mon Visage Quand!

Echelon's website is located at http://www.echelonrp.com, where the rules and a discussion forum can be found. Development had been on hiatus due to its main developer attending university, but their twitter feed says that they are getting back into developing the game

The system is a 5d10 system that uses 2 stats for all rolls and has a rock-paper-scissors magic arrangement. The current version of the rules is apparently 0.1.5, and is available under a creative commons license. The rules are incomplete but mostly playable. Magic and advancement are both half-finished.
