Echelon is a fantasy, slightly steampunk setting and game system written by a guy called Richard.
Apparently it is "low magic, low fantasy, indiana jones meets tomb raider in 1790 with added airships."
It also has French Orcs. Mon Visage Quand!

The system is a 5d10 system that uses 2 stats for all rolls and has a rock-paper-scissors magic arrangement. The current version of the rules is apparently 0.1.4, and is available under a creative commons license.
