Savlar Chem Dogs

Savlar Chem Dogs are a penal legion of the Imperium's hardest criminals that the Adeptus Arbites are able to catch, arm and ship off to some God-Emperor-forsaken battlefield and told to capture that hill! Of course, given that someone guilty of jay walking can end up in a penal legion, "hardened criminal" is a rather flexible term in the Imperium. On the other-hand, it says something about the importance of the Emperor and the fanaticism of humanity in the 40K setting that, on any (loyal) world, even the worst criminal scum are zealously loyal to the Emperor and enjoy purging heretics. Basically, you may be a mass-murdering bastard with a body count higher than Hitler and Stalin combined, but you ain't no heretic!
Under-equiped, they more than make up for it by stealing from any other Imperial regiments stationed near them during campaigns. They are largely known, and modeled, for wearing re-breathers attached to crude canisters on their back and ragged clothing. The canisters more than often are filled with combat drugs of some sort, so they're basically huffing paint all the time.
Chem-dogs were introduced as one of the guard regiments taking part in the 3rd War of Armageddon.
Older editions had them with Commissars (someone is needed to shoot them in the back in case the convicts get ideas), Ogryns (perhaps the only beings, other than other chem dogs, comfortable being around chem dogs), Rough Riders (Mutated-looking beasts native to Savlar) and chem-inhalers.
Pig Iron Productions do some good respirator heads and chunky backpacks. Alternatively, MaxMini does Tox Guardsmen Heads. They also sell Guardsmen Backpacks. Finally, Victoria Miniatures do a variety of Gas-masked Heads and Bald heads with Gas-masks as well as a range of chem-tank backpacks.

A lot of people use mounts from the Warhammer Fantasy range as Rough Rider mounts. A White Dwarf article used old metal Slaneesh mounts. These are Dark Elf Cold Ones.
