A Farseer is an Eldar who has gone so far down the Path of the Seer that he or she cannot leave it. They are among the most powerful psykers in the galaxy, though the job does have its drawbacks: they are prime targets for Slaaneshi daemons. Over time, farseers become attuned to the Infinity Circuit of their Craftworld, and will eventually retreat to the Dome of the Crystal Seers, where they will settle down and release their soul into the Infinity Circuit as their body crystallizes.
That said, there's no time to angst about how they are trapped in their fate and beset by daemons -- their people need their talents, so Farseers get together with other Eldar on the Path of the Seer and form Seer Councils, groups which interpret visions and act as leaders of the Eldar (in fact, they are one of the Eldar HQ choices). As the name suggests, they can see events in distant places, and even possible futures, an ability which they use to steer the Eldar in safe directions. Their effectiveness is limited because their usual Eldar arrogance is amplified by knowing just how powerful they are (which actually influences their foresight; they see what they want to see), and because they are rarely willing to share their knowledge with non-Eldar. As a result, the farseers' plans keep getting mucked up by the other factions, and so at best, things remain as the status quo.
One of the most prominent reasons for the failures of farseers is that they tend to forget that, as Yoda said, "in motion, the future is. Changes, it does." This means that, while the farseers might see it is "possible" to accomplish some goal at that particular moment in time he/she cast runes, the situation may have become unwinnable by the time the Eldar take action (this is usually the case).
In addition, a farseer's visions of the future are influenced by what he/she is seeking in the future (where the mind is). Because the farseer is not thinking "what is the most immediate threat to my craftworld's survival" and is instead thinking (unconsciously) "I want a threat to fight that we can currently win". This leads the Eldar to interfere with pretty much everyone while still not realizing the situation from the time they..far...sighted..thing changed dramatically after that Imperator Titan got bored and blew away half a continent. Maybe even the farseer didn't realize the other factions would fight back.
Yes, the Eldar genuinely are that arrogant (and over-confident in their not-so-farseers).
