Blue and White are the colors most inclined to be in a control deck (and are also the 2 most control freak color philosophy wise). As such detain is naturally a control-ish mechanic. Detained permanents are unable to attack or block and can't use their activated abilities. A detainment lasts until the detainer's next turn. Because detainment also stops blocking it can also be used a bit aggressively too.
