Seeing as how the Guards are near innumerable and constantly materialize in the midst of trying to bring Criminal Scum to justice, one could reason that all that was necessary to close shut the jaws of Oblivion was to rile them up and lead them into Mehrunes Dagon's realm and allow the infinite army of guardsmen to kill him, and then go to jail. Thus would the prophecy of Captain Picard be brought full circle, with the Chosen one back in jail for being a Crime! Inal scum!
