Strategy: Hamael is an odd Angel. Most focus on either melee or long range, to the exclusion of the other. Hamael, on the other hand, has good mid-to-close ranged attacks, and is competent in melee. In addition, his Heavenly trait enables a decent AT defense and offense. While he is not as good in any of those roles as the more specialised Angels, his general flexibility allows him to be a unique threat. The only way Nerv can defeat him easily would be to outrange his Burst Shot attack with High-Breach weaponry, exploiting the Protoform weakness and his low (and in some cases non-existant) AP and wounds to cripple him before he can close to range. Otherwise, the best chance they have would be storming him (difficult with the Freezing Burst Shot Blasts) and try to take him apart in Melee while avoiding his Arm Ram and it's threat to their weaponry - an inevitably much more costly tactic.
Scaling for Challenge: Incarnate [WS] would allow more Called Shots against the EVAs weapons, quickly shrinking their arsenal. Retaliating or Dual Field would also make appropriate choices. Multitasker [Guardian] would allow him a bit more survivability.
