The Segmentum Obscura, however, benefits from the dillegent (some would say paranoid) management and guidence of The Lion. The Segmentum Pacificus was offered to Leman Russ, Jaghatai Khan, Ferrus Manus, and Konrad Curze, all of whom declined. The Segmentum fell under the leadership of The High Lords of Terra, for whom the segmentum was always a secondary priority to the Galaxy at large, and the Solar Segmenntum. This neglect was only intensified by the sclerotic early years after The Great Treachery, where the Regency Council stumbled from crisis to crisis. Between Lorgar's Black Crusades, wars with Imperium Undivided, The First War of THe Beast, The War of The Raven, and The Promethean Insurrection, more and more resources were diverted to the Galactic West. Between the distance from Terra and the paralysis of the High Lords rulership, the Segmentum Pacificus was never truly under their control, and by M38 was a favorite hunting ground of Chaos Warbands and Cultists. The Segmentum was all but completely conquered by Chaos though never officially claimed as such. It was all but lost before Macharius moulded the anarchic tributaries into a personal Imperium. Despite the High Lords of Terra demanding that the Segmentum return to them the Primarch Regency council, fearing it would lapse again, sided with Macharius. The Segmentum was dissolved with the majority Granted to what became "Gran Macharia" and what paltry territories kept by the High Lords were incorporated into Segmentum Solar. | ||

In the 41st Millennium, The Imperium is slowly recovering from the devastation of The Great Treachery in which the Emperor of Mankind was wounded and incapable of leading mankind. Without his leadership his sons and followers have attempted to govern the Imperium in his stead.
The Imperium is a loose collection of vassals, allies, and direct territories spread throughout the galaxy. For anyone who is not the Emperor of Mankind himself, the Imperium is too vast for one man. The thousands of thousands of worlds are instead split among a collection of pseudo-autonomous states all of which answer to Magna Terra. The Imperium's government could be loosely divided into 4 "spheres" of governance: The Regency, Suzerain, Terran, and Segmentum governments.
Triumviratus Homines Posterite
Not officially a member of the government, but just as, if not more, important than the government of mankind. The Triumvirate For the Future of Man safeguards the health and well-being of the Emperor of Mankind and works toward his eventual recovery. The maintenance of the Astronomicon and the continuous work of the Human Webway Gate also fall under the Triumvirate's jurisdiction. However, both are fleeting in importance to compared to their primary concern.
The Triumvirate’s duty above all else is to aid the Emperor in his recovery and ensure that there are no threats that would impede such a task. When the Triumvirate makes a decision in unison, it overrides all other authority in the Imperium including the Emperor (until he recovers).
The Triumvirate consists of three heads, each of whom represent a different aspect of the Emperor's health and well-being. These men have no additional titles, their name and membership in the Most exclusive position in the Galaxy is sufficient.
- Constantine Valdor
- Oversees The Emperor's security from physical threats and dangers.
- Fulgrim
- Oversees the Emperor's recovery, and ensures that he is protected from medical and mental threats.
- Magnus
- Oversees protection of The Emperor from spiritual and supernatural threats.
In theory each member of the Triumvirate has absolute authority over their particular dimension of the Emperor's well-being. In practice, the overlap between these domains results in numerous conflicts, resulting in members bickering with each other until cooler heads (most often Fulgrim,) can find a compromise.
Meeting of The Triumvirate
When the Triumvirate meets, they do so in a secret room in the Imperial Palace. This room is warded off by both Magnus and the Emperor to prevent any and all interference and knowledge of its location.
- Additionally, when entering the Triumvirate, powerful and secret technology is used, so that all those who enter the sanctorum have no recollection what they have learned or of the events that have taken place within.
- After the Triumvirate adjourns, all members retain no knowledge of what transpired within the sanctorum. Instead, each emerge from the room with a single document, which details the decision that has been made.
Observation Roles
On occasion, the Council has brought in one or more individuals to sit in on Triumvirate meetings as observers. Their role is always advisory, and, apart from their consultation, they have no influence in the decision making process. In fact, they are not even allowed to be present during the decision making process.
- Konrad Curze
- The most frequent visitor to the Triumvirate council and practically its fourth member. The Night Lord is regularly called upon by the Triumvirate both for his visions of the future, as well as for his capacity as The Emperor's Executioner.
- The Emperor of Mankind
- Needless to say the Emperor's own opinion about both his capabilities, as well as his knowledge is always welcome.
- Per his own agreement, the Emperor understands that his current role is an advisory one, and, out of courtesy, will leave when the Triumvirate makes its decision.
- Sanguinius
- As warmaster and the visible Head of State, Sanguinius has also been consulted due to his boots-on-the-ground knowledge of the Imperium's current affairs. The Triumvirate is also well aware of his Red Thirst, taking great cautions to ensure any decision regarding Sanguinius and, by extension, the Blood Angels, is done without the knowledge of Sanguinius.
- Eldrad
- Eldrad is the Imperium's preferred representative of the Aeldari, and, as such, will occasionally be consulted.
- Following Eldrad's death at The Fall of Craftworld Biel-Tan, the Triumvirate's last reliable connection to the Aeldari world was severed. None among the Drukhari, Ynnari, or minor factions are trusted enough to enter the Triumvirate. While other Aeldari (usually the Drukhari, and Craftworld Remnants) are occasionally contacted, they are kept at arms length.
- Fabricator General
- As head of all Forgeworlds and an idicator of the Imperium's scientific capabilities, The Fabricator general has occasionally stood before the Triumvirate on matters of vulnerabilities as well as possible technological issues.
- The Aurelian
- Magnus and Fulgrim's deified Brother occasionally makes an appearance, given his rather unique perspective on the current on-goings of the Warp.
- The Aurelian also is often aware of spiritual sicknesses and vulnerabilities in the Imperium that most would not notice until it is too late.
- It was through The Aurelian, for instance that The Triumvirate learned about Corax's fall to Malal, as well as rumblings about the Black Crusade.
- Because they can regularly consult with The Aurelian, the Council has never felt any need to speak with the Spiritual Lieges themselves. Sidestepping the entire church
- Lady Malys
- Archon of Commoragh is seen as an asset when the Council needs of the Eldar's knowledge or capabilities without worrying about the actual eldar.
- Though fees are often exorbitant and suspicious, Vect's "Everything is for sale" mentality has been invaluable at times
- Malys and Commoragh are also used when the Imperium needs to act in Webspace against or unbenowest to the rest of the eldar.
- Vulkan
- Often called on technical matters
- Vulkan is seen as a more "neutral" choice given the inherent biases of Ferrus Manus and The Fabricator General
- When a particular project needs to be created without the rest of the Imperium or galaxy knowing about it, Vulkan is called.
- Lord Inquisitor
- The Head of The Inquisition will on occasion be consulted for knowledge about a particular threat
- The Lord Inquisitor will also be tasked with spcific actions on behalf of the Triumvirate, when recieving such a task they are performed with the Utmost Secrecy.
- Legate to the Katholian Curia
- The Katholians have a network of spies often greater than that of the Inquisition. Occasionally the Legate is called for sensitive work, usually regarding issues of potential corruption in the Inquisition.
- The Katholian Legate is to The Lord Inquisitor what Vect is to Eldrad.
- Rogal Dorn
- Rogal's architectural insight can occasionally be called upon for highly secret projects.
- Demon Primarchs
- On rare occasion, the Triumvirate has dealt with the Demonic Primarchs, usually offering their aid in swerving the great game to the Imperium's advantage.
- This development has only occured starting in M39, after consultation with their father and the Aurelian.
- The most common of these consulted are Corvus Corax, the least common is Alpharius.
- When said demons visit they do so usually with The Aurelian and several C'Tan era technologies present.
Suzerain Government
At the Suzerain Level The Imperium of man is "First Among Equals" with its "Allies." These allies are considered to be sovereign in their own internal affairs united in a personal union under the Emperor of Mankind, who they recognize as their sovereign lord. With The Emperor in dire health, these nations can be ordered to act on behest of the Triumvirate.
Each of these nations also have a representative at the high lords of Terra and as such can both influence and be influenced by them.
Adeptus Mechanicus
TBA. But its essentially just the Vanilla Mechanicus
Royum Ultramari
Proud, petty, and zealous warriors; the Realm of Ultramar was granted its independence following the devastation of the great treachery. While never reaching the heights of its past under the the Divine Aurelian, Roboute Gulliman, they have rebuilt themselves into a chaotic yet vibrant collection of nobility, free space marines, and religious orders. Their navy and shock troops have been invaluable to the Imperium's War effort.
Ultramar, following the Treaty of Chorgoris after the Great Treachery of Lorgar was recognized to be independent in its own affairs. The Realm of Ultramar still recognizes the Emperor as its Sovereign Lord, as well as the Father of their god The Aurelian. Half of Gulliman’s remaining legions were donated to the Codex Astartes, who serve the Imperium at large and answer only to the Emperor. Ultramar, according to the Treaty, answers only to the Emperor himself, but in practice usually works with Corvus Corax, Ultima Adeptus and Liaison to Ultramar, and Jaghatai Khan, the “Book-Keeper” and “The Master of Chapters.” Ultramar is governed as a collection of Feudal Kingdoms under the Suzerainty of Ultramarines Chapter Master.
Worlds of Ultramar are De Jure "Independent" from the Imperium because of the events of The Urizen Insurrection (destruction of maccragge, warp-storms, suspicion of other primarchs), but in reality The Imperium exerts as much control over its "Ally" Ultramar as it does any distant realm of the Imperium. This is in no small part thanks to the Work of Jaghatai Khan, who took the Notes of His Buddy Rouboute for The Codex Astartes, and Christopher Tolkein'd them into The "Codex Astartes." Under the Codex Most of The White Scars, Orphaned Ultramarines, and Loyalists abandon their legions to act as independent chapters that would work in Ultramar and The Imperium, while still being personally loyal to the Emperor (not any Primarch or admin of Terra). In the 41st Millennium, Ultramar is Space Bretonia complete with A deified Tarasha Euten Serving as the Lady of The Lake (as well as Mary in Catholicism/Orthodoxy). Ultramar is covered with noble houses who religiously follow the Codex Astartes (as well as Gulliman's other Writings), and will go on quests for the "Great Mother's" Favor. This Universe's "The Black Templars" are called the "The Black Eutenites" who are essentially a Collection of Grail Knights and Knights Errant, who go Lorgar Hunting. The are "Black" because they Paint over their previous Chapter Insignia to denote their service exclusively to "The Queen Mother." The Capitol of Ultramar is now Espandor (Space Vatican), with Calth (Space Santiago) and a rebuilt Maccragge (Space Jerusalem) being Sites of Holy Pilgrimage. The Refugees of Maccragge have become a special nobility in Ultramar, with families taking the names of the Evacuation ships.
Curellian Socii (Wuni Enclaves)
A Rump State whose existence is owed to the permanence of government institutions and titles. Origionally it was the Tributary name of the T'au conquered and made subject by the Imperium in M36. However since then the Revolt of the "Ethereals" in M39 saw nearly all of the T'au break off from the Imperium's control, claiming full independence. What reamained were a few backwaters who cling to the Imperium's protection. These planets consist mainly of Former Water Caste dissidents and revolutionaries and Earth caste refugees. Mockingly called the Wuni (Mud caste) by the other T'au, the Curellian Socii have attempted to build their ideal casteless state in the shadow of the Imperium's benign neglect. They have been relatively successful as backwaters became vibrant worlds sharing a peculiar blend of Ultramarine, Imperium and archaeo-T'au culture.
Grand Macharia
Grand Macharia represents the frontier of the Imperium and is a military state. Located in the former Segmentum Tempestus, the great commander and adventurer Macharius Solar led a personal crusade with his allies to break the Segmentum Pacificus from Chaos's control. The "State of Grand Macharia" was a creation of the Regency government when conflicts between The Great Conqueror Solar Macharius and The High Lords of Terra came to a head. Macharius was granted a portion of territory he conquered to govern as a fully independent nation, provided he provide a significant force for Sanguinius' war effort. Following Macharius' premature death under suspicious circumstances, the State is governed by his generals in what some in the Imperium have referred to as "a permanent transitional government."
The Regency Government
Overseeing the governments of Terra and their Suzerains, the Regency government acts on behalf of the Emperor himself, and attempt to continue his mission despite the loss of their lord. The Regency steps in to override and "assist" the Terran government.
The Regency government oversees particular aspects of the Imperium's governance, and serve the Imperium at large.
The Regency Council
Magisterium Magna: Constantine Valdor
As Captain-General of the Adeptus Custodes, Constantine Valdor was granted the title Magister Maxima, or ultimate controller by the Emperor himself, well before The Great Treachery. Origionally tentative to use his power over the primarchs and all government, that attitude changed following the disaster that unfolded following the treachery.
When Magnus heard The Captain General's defense of The Council of Nikea he rose from his seat. "Are you so blind in your obsessive, geneticly programed devotion to father, you are willing to pretend all of this didn't happen, and that what did was just a "small hiccup." Is your conditioning and geneticly addled mind even capable of cogitating that your Master could make a mistake?" Without raising his voice, Constantine replied, "I could be convinced that he made at least twenty."
- --Records from the Council of Terra
While the primarchs blamed Lorgar, the council of Nikea and the Imperial Truth, Valdor blamed the disastrous egos of the primarchs, as well as his own negligence. In Valdor's eyes, the inability of the Primarchs to put aside their own vanity for the good of the Imperium nearly cost humanity its future.
Post heresy, Constantine Valdor pushed back against the primarch's efforts to place Sanguinius as head of the imperium, instead using his own well established title to subjugate them to his oversight the imperium. Valdor views his job as a negative role, keeping all of the different leaders of the Imperium in check, especially the 12 Primadonas. Technically he and every single Custodes outrank the Primarchs, though they almost always use their authority through Valdor. In private amongst his fellow Custodes, he often refers to their Role as Adeptus Nutrices (Bureau of Wetnurses) and himself as Magister Maxima (Head Schoolmaster).
Constantine Valdor, alongside Fulgrim, and Magnus form the Triumveratus Homines Posteri (Triumvirate of The Future of Mankind), who oversee the recovery of The Emperor.
Warmaster: Sanguinius
Beloved by all, there was no other person who could shoulder the burdens of Empire following Horus' resignation. Sanguinius serves as the "Face", despite only being one of the regency members.
Sanguinius' acts on behalf of the Council of Regents. He shoulders the responsibilities of The Imperium admirably, though he notes with some disdain how eager his brother's were to shrug off their responsibilities onto him out of despair. The Regent has very little interest in actually managing the day to day affairs of the Imperium, usually leaving said management to the Segmentarchi, Fulgrim, and The Highlords of Terra. His main emphasis is instead on leading the Imperium's armies against the forces of chaos.
Legiarch: Horus Lupercal
The Great Treachery had shaken Horus' faith in his capacity to lead. Like many of the Loyalist primarchs in the aftermath, Horus stepped down as his position of Warmaster. Despite this, he continues to coordinate the Imperium's forces as "The Commander of The Legions." Though he now takes orders from his brother Sanguinius and the rest of the council, Horus has retained his position somewhat. Under his new title, Horus ensures that the Legions are kept their best fighting strength, and are used to the best of their potential. His greatest weapon is his own legion “The Luna Wolves,” which serves as the spearhead in most offensives.
Magisterium Libri (Qitobuqa): Jaghatai Khan
Inheriting the Codex Astartes from Roboute Gulliman, Jaghatai Khan oversees the Chaptered Astartes as “Qitobuqa” (Chorgoran (ie Distorted Chagatai) for “Master of the Book”). Given the many varried and specialized roles that these Chapters have taken on. Jaghatai, (With The Lion) have taken on many of the duties that The Inquisition does in Vanilla Hammer. Jaghatai's role in the codex astartes is primarily supervisory and judicial, with the Khan having the final say on interpretation of The Codex.
Magisterium Artificis: Ferrus Manus
Originally offered to Vulkan, who declined in favor of governing the Ultima Segmentum. Fulgrim and Ferrus Manus work together to create technology and equipment for the Imperium. Both Civilian and Military. Fulgrim’s focus being something of a “Surgeon General” for the Imperium while Ferrus Manus serves as the head engineer and liaison to the Adeptus Mechanicus.
Magisterium Vitalis: Fulgrim
A wide-reaching department, covering apothecaries, geneticists, and ecologists. Fulgrim was selected in the hopes that he could do for Terra what he had done for Chemos. When he is not undertaking grand terraforming and bio-engineering projects, Fulgrim traverses the Imperium trying to establish some modicum of health and safety standards. He often travels with his best friend and chief artificer Ferrus Manus, and between the two of them most engineering problems can be solved.
Magisterium Arcanae: Magnus
Magnus oversees the actions of all psykers. Both He, Constantine Valdor, and Fulgrim are responsible for the security and well being of The Emperor, with Valdor focusing on physical security, Magnus warding against supernatural threats, and Fulgrim ensuring the physical health and healing.
The Black Ships are headed by Magnus, which is partially used to maintain the golden throne, but is also in part to head an academy for psykers. Which young psyker goes where is ultimately his choice, and the descision often haunts him.
Magnus Aids The Khan in the organization of the Free Chapters, especially those whose focus is on anti-demonic forces.
Magnus, along with occasionally Konrad Curze, will take on the Golden Throne in order to aid their father in recovering.
Additionally, Magnus is supposedly working on improving and repairing the Webway gate, but already overwhelmed as it is, this task has been moving at a glacial pace.
Magisterium Juris: Konrad Curze
Following Leman Russ's Abdication: Konrad Curze and his Night Lords have assumed the role of eliminating The Enemies of The Emperor. While Sanguinius is referred to as "The Emperor's Fury" Curze is merely known as the more subdued term, "The Emperor's Disapproval." Such a banal name hides the true Silent rage and terror behind that name. It is as if to say "The Emperor disapproves of your existence, which is now forfit."
Konrad Curze also serves as the Council's liason to the Imperial inquisition, which he does with sadistic glee.
Magisterium Emeritus: Leman Russ
While Leman has abandoned nearly all positions of leadership to focus on his own penitential crusade, his brothers have insisted on maintaining a position for him, should he ever change his mind.
Terran Government
The Government of Magna Terra who govern the affairs of the entire Imperium, checked only by the Regency council. This is where the majority of the Human government is held. The Government is a mixed oligarchy with most representatives selected based on their own internal processes.
Positions:
Ducati Terrae
Permanent positions of the High Lords of Terra. They represent significant imperial interest.
Merchant Admiral
Speaker for the interest of the Rogue Traders and other merchants
Lord of The Void
All military ships are under the governorship of The Grand Admiral. The only ships that do not fall under this lords jurisdiction are those belonging to the Rogue Traders.
Subordinate Branches
- Lord Commodore Solar
- Commander of the Sol Protection Fleet. In addition to protecting the Sol System from pirates and being the first line of defense against invasions, the Lord Commodore also regulates customs passing through Segmentum Solar.
- Lord Commodore Segmenti
- Each Segmentum has its own small force of guard fleets.
- The Lord Commodores are nortoriusly corrupt due to their "strong working relationship" with Rogue Traders.
- Grand Admiral of The Fleets
- Does most of the work coordinating the naval vessals of The Imperium.
- Lord Quartermaster
- In addition to ensuring all naval ships are stocked and properly requisitioned, he also is responsible for the procurement of new vessals.
- Lord Bursar Legiones
- Following the devastation wrought by Traitor legions using their navies, particularly the desolation of Ultramar, Chemos, and Deliverance. It was decided at the council of Terra that all legions would be required to sign over their ships to the High Lords of Terra. Every ship used by the Legione Astartes is "on loan" from The Lord Bursar, who supplies the ships with crews and provisions.
- Rear Admiral of The Auxilliries
- Coordinates the tributed fleets by the Imperium's Suzerain nations.
- Fleets under Grand Admiral of The Auxillaries
- In exchange for their greater Autonomy from Imperial Affairs, every "Socii" is expected to provide a significant tithe of ships and crews for the Imperium's navies. The size of the fleet demanded is determined by a Terran led census of their Allied nation's forge world and industry capacity.
- McCragge Memorial Fleet
- Mechanicus Navy
- Macharian Drungarioi
- Kroot Sphereships
Lord Commander Militant
Captain General Adeptus Custodes
Lord Regency Representative
The Regency council is not permitted to step foot into the High Lords of Terra chambers without invitation. The Lord Regency Representative is the ambassador and liason to the Regency council.
Peternoval Envoy
Master of The Astronomicon
Lord Administratus
Head of The Imperium's vast bureaucracy.
Subordnate offices
- Lord Censor
- The Imperium's autonomous vassals operate under different laws of tribute as the rest of the Imperium. As such, it falls upon The Lord Censor to inspect the Vassals of The Imperium and ensure they provide tithes of wealth, goods, ships and soldiers appropriate to their capacity.
- Lord Numismator
- Responsible for the keeping of the imperial currency.
- Lord Bursar
- In addition to its tithes, a major source of the Terran government's income is through interest from Loans provided to the various governors, ecclesiarchs, nobility, generals, and rogue traders.
- This office is not to be confused with Lord Bursar Navis, who governs the ships used by the Legiones Astartes.
- Lord Publicani
- The Lord Publicani is responsible for procuring the tithes provided by the planets throughout the Imperium.
- There is a joke in the Imperial court that a good indicator for the financial health of the imperium is to see who has the thicker waistline: Lord Publicani or Lord Bursar.
Lord Arcana
Lord Juris
Lord Gulliman
Responsible for the Imperium's greatest bulwark against the many threats of the Galaxy, the Lord Gulliman is the Commander and Chief of all Codex Chapters. All non Legion members of the Adeptus Astartes answer to The Lord Gulliman. The Lord Gulliman in turn represents them to The High Lords of Terra. By design, the Lord Gulliman regularly butts heads with both the Legiarch Horus, and Lord Commander of The Astra Militarum. The Lord Gulliman is responsible for inspecting the capability of the Chapters, mediates inter-chapter disputes, as well as advising the creation or dissolution of chapters as needed.
Jura Codices
Modeled after The Aurelian Cult's "Ordo Lexicanum" the Jura Codices are codex lawyers similar to the ordo with two crucial differences: First, they answer to Lord Gulliman not to the Ecclesiarchic Council of Espandor, and second, they do are a non-religious order. As such despite being less well developed and significantly smaller, they are often used in inter chapter disputes in which at least one party is uncomfortable with the Aurelian Cult's mediation. Like the Ordo they are mediators for chapter disputes, and like the ordo, ultimately their decisions can be overruled by Jaghatai Khan. The Jura Codices, because of the order's secular nature, there are prominent antiquitae members of the ordo including the Katholean Vashti Bích Avishag, famed for discovering an Alpha Legion plot against the Pleasure Seekers and Excorciators chapter.
Relation with Jaghatai Khan
Jaghatai Khan technically oversees the Codex chapters in terms of the laws that govern them, however Lord Gulliman is the one who ultimately has final say over where these chapters are deployed.
The Tartarans
Very little is known about this mysterious chapter of space marines. Its origin is as old as the First founding, but its genetic legacy is a secret. What is known is that it is a chapter personally commanded by The Lord Gulliman and serves to kill astartes chapters that have fallen to chaos or have gone rogue. This is technically under the jurisdiction of Konrad Curze, but The Lord Gulliman, and the other Chapters Astartes prefer that these disputes are kept in-house.
The Tribunii
The Tribunii watch over particular interest groups. Often representing the members of the Imperium that would otherwise be cast aside. The Tribune do not have lawmaking power, but they do have the capability to veto any law or directive made by the High council.
Tribune of The Faithful
The Tribune of The Faithful represents the interests of the various religious organizations throughout the Imperium. They and the Tribune of The Antiquitae work to prevent the persecution of their Faiths. Given its overwhelming size, the Tribune of The Faithful mainly focuses on The Aurelian Cult, but it also attends to other faiths in the Imperium as well.
Extrodinary Tribune of The Antiquitae
Similar to The Tribune of The Faithful, This tribune prioritizes the "Cultis Antiquitae" who are considered to have special protected status in the Imperium of Man. Additionally, the Tribune of the Antiquitae also serves as the Protector as Terra's Ancient Culture, and conservationists. As an Extrodinary Tribune, the Tribune has additional privilege of introducing motions and amendments into the Council. Their vetos and amendments to protect historical artifacts have caused considerable headaches for Fulgrim and his terraforming efforts.
Tribune of The Abnormal
The Tribune of The Abnormal looks after all of the Mutant subspecies of the Human Race. The tribune implores the Council to look after humanity's wayward mutant children rather than appeal to more eugenics-minded urges. While not an extrondinary tribune himself, he often works with The Extrodinary Tribunes of The Forgotten and Antiquitae to gain protections for some abnormal species.
Tribune of The Primitives
The Tribune of The Primitives looks after the Primitive and Feudal worlds of The Imperium, ensuring they are protected and that their low technological status does not see them unduly harassed.
Extrodinary Tribune of The Forgotten
A curious position, the Extrodinary Tribune of The Forgotten was founded, to quote Constantine Valdor, "To serve as a voice for the voiceless, and protect those who would be ground by the War Machine of a thousand worlds." It has been the Extrodinary Tribune that has created certain protections for civilians, restrictions on drafts, organizations for the Care of Orphans.
The Nuncii
The Nuncii represent the leaders of the Segmentum governments to the High Lords. They do not have voting power but they can petition to the high lords.
Nuncio Tempestus
- Nuncio as of M40
- Berard Ragemprand (Company captain of the Haput Korps)
Nuncio Pacificus
- Nuncio as of M40
- Chi`ke Adibol (Daughter of Nocturne)
Nuncio Obscura
- Nuncio as of M40
- Karol Kolya Blaz (Vostroyan Lezboav)
Nuncio Nihlus
- Nuncio as of M40
- Arsênio Dario Nilo (captain under Diandialo's trader company)
The Legati
Represent the representatives of autonomous suzerains to the Council. They have limited voting and veto power (usually when pertaining to issues regarding their particular realm). What they do have is speaking authority, and as such they can somewhat influence proceedings.
Legatus Martii
Represents Mars' capacity as a forgeworld and is also Diplomatic Liason between Mars and Terra
Legatus Ultramari
Legatus Cerullii
Legatus Macharii
Segmentum Government
These Lords ultimately answer to the High Lords of Terra, but provided that they pay tithes and troops, have autonomy in management of their segmentums.
Segmentum Solar
- Leader
- The High Lords of Terra
- Capitol
- Magna Terra
Segmentum Solar does not technically have a Primarch governor. As the Seat of the Imperium, Segmentum Solar is under the governorship of the Emperor himself and his chosen representatives (The High Lords of Terra). In practice however, Fulgrim and Sanguinius are heavily involved in managing the Segmentum Solar, and often circumvent the High Lords.
Segmentum Tempestus
- Leader
- Rogal Dorn
- Capitol
- Central Fort (formerly Inwit)
Taking the Segmentum Closest to Terra, Dorn has transformed the entire segmentum into a fortress, in the event that terra falls. No statues and no art is to be found in the Segmentum Tempestus, and yet no one can fail to see the Mark of The Master-Builder throughout the realm. Dorn Governs from what was once Inwit, but the planet has been stripped down to the planet's very core and rebuilt into a labyrinthine fortress world thrice its original size. The Banal Name “Fort Inwit” does not do justice the the masterwork of fortifications that is at the center of an entire interplanetary realm of fortifications. Those travelling to The Segmentum cannot shake their sense of awe at Dorn’s handiwork, while also shaking a sense of dread. “What sort of Enemy would need these fortifications?”
Segmentum Obscura: Lion El'Johnson
- Leader
- The Lion El'Johnson
- Captiol
- Vostroya
The Closest to The Eye of Terror, only Magnus The Red was considered to be the most capable of protecting the Imperium’s most Warp-Susceptible region. However, Magnus was considered to be needed on Terra for both the Golden Throne, and For supervising the new order of Anti-Warp legions such as The Grey Knights (and later Corvidae founding Astartes).
The Next runner-up was Kurze, but while Fulgrim and Magnus loved their brother, and he was a stalwalt defender against the warp, no one trusted him with Leadership of civilians. The Next obvious choice only could be "The Lion." On the front line of any attack by Lorgar and The Ruinous Powers, El'Johnson has tailored his legions and his armies in defense against the Warp. His armies have both the highest number of blanks as well as the Highest number of Sanctioned Psykers. The Dark Angels scour the Segmentum for evidence of Corruption and The Fallen, and "The Knights of Calliban" (his Segmentum Army) aid in defending the planet from Demonic Attacks.
Ultima Segmentum
- Leader
- Vulkan
- Capitol
- Nocturne
The hardy and rebellious peoples of the Ultima Segmentum need a Primarch both unwavering in his sense of justice, and caring in love of the people. No other person could fulfill this role but Vulkan.
Given the location of Vulkan's Segmentum, he is the unofficial ambassador of The Imperium to his neighboring suzerains: Ultramar, and Cerullian. Despite technically being of lower rank, the Suzerains would much rather settle their local disputes with the Friendly Primarch than have their petitions bogged down in the endless hand wringing and bureaucratic logjam of Terran Politics.
Segmentum Pacificus (defunct M40)
- Leader
- The High Lords of Terra
Part of Grand Macharia as of M40. Like the Segmentum Obscurus, The Galactic Northeast suffers from its close proximity to the Eye of Terror, and incursions from The Black Legion of Lorgar and his allies.
Segmentum Novis
- Leader
- Sanguinius
- Capital
- None
The Segmentum novis is less of a place and more of a process. Most territory when it is conquered is placed under the control of one of the Legions that conquered it. Once this new territory is sufficiently secure, it is placed under the legal jurisdiction of Segmentum Novis. Segmentum novis is then governed by the High Lords of Terra (under the supervision of the Warmaster, who is not eager to have his newly conquered territory lost), before it is divided up into appropriate territory.
Segmentum Nihlus (Kroot Nation)
- Leader
- Origionaly led by Henri Oftbaal-Diandiolo (Descendant of Anh Haput-Diandialo) before was subsumed by the Primarchs
- Kroot Nation Observational Council
- Horus Lupercal (nominally)
- Henri Diandialo
- Spiritual Liege of Ichar IV
- Tyr-an danu-whani speaks for the Kroot Nation
- Merchant house Diandolo also has significant sway in the Kroot Nation
- Capitol
- None, the Kroot Nation is nomadic
The only segmentum that lacks physical territory, the Kroot Nation emulates the Great Rogue Trader of Old and travel in massive ships as the guests of whatever segmentum they enter.
History
When the Imperium conquered what is now The "T'au State," they did so with the help of a species they found known as the Kroot, protected from Extinction by a Rogue Trader Anh Haput-Diandialo "known by the Kroot as Wutazudan Ani"). Originally part of the Imperium's Conquest of The T'au space, most of the race died once again in the Great "Ethereal" Revolt, in which most of T'au space was lost to a mysterious revolt where the T'au Slaughtered the Kroot. The Few remaining Kroot were extracted from T'au space.
The Kroot Nation had a troubled history establishing their place following the loss of T'au Space. In an Imperium that feared them, while finding them too useful to dispose of, the first century was spent in political limbo. They were not welcomed in the Rump state of Cerulian, as the violent atrocities on both sides during revolt of the etherials permanently destroyed the relationship between T'au and Kroot. Requests to become Suzerains was outright rejected by both the Primarch council and High Lords. Royum Ultramari offered to allow them as a vassal state of them, but this not only outraged The Cerulians (who threatened war with Ultramar in the middle of the Black Crusade), but also The High Lords of Terra.
Efforts to carve for them new territory for the additionally failed. Originally it was proposed that the Kroot should have their own land carved out of the other Segmentums. Henri Diandialo originally proposed Catachan as an ideal world given their unique genetic characteristics. This too was rejected. Since as the other segmentums were both unwilling to either give up territory, have The Kroot rebuild their numbers near their territory. The Kroot spent decades shuffled from planet to planet and war to war.
Frustrated by the Imperium's treatment of a race his family felt obligated to protect, Henry OftBaal-Diandialo developed his own plan for the Kroot. Taking inspiration from the Migrant Tallarn Fleet, Index Chorgoris, and his own experience as a rogue trader, he created the foundations of what would become The Kroot Charter. He established the tribes into different migrant fleets in which he would act as the leader of the nation. The High Lords of Terra, concerned about an already powerful Rogue Trader family having access to a powerful race of Xenos as a private army as well forced him to surrender the Kroot to the High Lords of Terra at the risk of the revocation of his rogue trader's license. It was here that both Horus and Konrad Curze stepped in. Seeing the High Lords as overstepping their reach. He asserts his privilege as legiarch and insists that he take authority over. The fight between House Diandialo, Horus, The High Lords, and Ultramar resulted in a compromise.
The compromise saw The Kroot made into a "segmentum without territory." The Kroot would ultimately be beholden to the High Lords of Terra. The Segmentarch would be made of an "advisory council" consisting of Horus Lupercal, House Diandialo, and The Spiritual Liege of Ichar IV would be recognized as "Segmentarch" of The Kroot with tithes ultimately going to the High Lords of Terra. The Kroot Warpspheres now roam imperial space taking after their great founder as traders, and mercenaries.
