In the aftermath of the Empire's fall, Queen Sayphay, the last member of the core Royal Family, established her dominance over her ancestral homeland. Roughly one quarter of the army, including the overwhelming majority of the officers who'd been dominated by the aristocracy, had declared their loyalty to her. While this force was wildly insufficient to hold the entire Empire, it was enough to hold the western provinces.
