The Ragers are one of Planescape's "planar sects", minor factions who have little influence in Sigil. They are a bunch of crazed berserkers who go around demanding "honourable combat" with any "worthy opponent" who looks at them funny. They tattoo themselves with records of their victories. One can only join them by defeating another Rager and taking his place.
The Ragers at one point built a huge arena in Sigil's Lower Ward and looked like they were going to become a bona fide faction . . . until they went on a mass killing spree and all the other factions teamed up to kick them out of the city.
