When the Primarchs were scattered across the galaxy by the Ruinous Powers, the baby primarch that would become Uriel Salazar landed on the planet [[Tiberia V]]. His pod was discovered on the outskirts of the planets capital, ''Caral'', by '''Enoch Salazar'''. Enoch was a wise former-soldier, turned animal trainer. Though living in the slums and struggling to feed his family, Enoch took Uriel in and with his wife Maria, raised him as their own; Enoch's strong sense of duty preventing him choosing any other option, and Maria's compassionate nature accepting the proposition immediately.
In the Forty-First Millenium, few outside of the Space Marine Chapters and the Inquisition are privy to the tales of the Traitor Primarchs. Even in these limited circles, true knowledge of Uriel Salazar's life is evasive. Although he was not the most secretive of the Primarchs, the ravages of the Heresy and the Scouring destroyed much of the evidence that might have lent credibility to the tales of Uriel Salazar. What follows is an accepted account, but perhaps an entirely flawed one.
Uriel's short childhood was mostly spent playing with his sister Azriela and brothers Sariel and Gabriel. But as he rapidly grew, Uriel spent more time with Enoch training canids and other beasts. Uriel was a bright and inquisitive young boy, and absorbed all the wisdom his father offered. As he grew Uriel began to train canids himself, and even began to mentor his siblings in training their own pets.

Tiberia had a long bloody history of political factionalism and revolution. Over the century preceding Uriel's arrival, three factions had emerged dominant on Tiberia over all: the ''"Tiberian Peoples Commune"'', home to '''Enoch Salazar''', ''"The Tolerance Covenant"'', and the '''"Revolutionary Nationalist Movement"''. Enoch Salazar had fought in the last great war, which had resulted in an uneasy truce between the Tiberian Peoples Commune and the Revolutionary Nationalist Movement, after they had allied to defeat the more powerful Covenant forces. There had been 20 years of unstable peace since then, but on Uriel's thirteenth year, war would return to the planet once more.<br/>
When recruiters came for the war effort, Uriel, along with brothers Sariel and Gabriel set off to sign up and follow in their fathers footsteps. This resulted in a bitter family argument as the women of the family protested, not wanting to lose their family for the sake of the Commune that did so little for them. Enoch eventually provided a compromise; Gabriel, as the youngest would stay home, while Sariel being old enough to enlist could choose for himself. Uriel's fate would be left up to the recruiters judgement. Uriels primarch genes had begun to manifest, making Uriel appear older than he really was, and the recruiters accepted such a strong recruit readily.

The war was brutal display of mud, blood, and violence. Uriel and Sariel saw much of the worst it had to offer; from tunnel fighting to relentless artillery bombardments and chemical warfare they weathered it together. The conflict would play a significant role in shaping Uriel into the man he would later become.
The life of Uriel Salazar began deep beneath the Himalayza Mountains, in the laboratory of the Emperor of Mankind. He was the product of advanced science and psychic arcana, a god-like being intended to usher humanity from the darkness of the Age of Night into a new era as the masters of the Galaxy. But like almost all of his brother Primarchs, Salazar was stolen away from the Emperor by the forces of the Ruinous Powers and transported to the far-off world [[Tiberia V]]. Like many human realms of the day, Tiberia V was a world much in need of a saviour.  Psychic mutation was common, leaving the planet under the thrall of sorcerer-kings and tormented by the perils of the Warp.  Although resistance to the sorcerer-kings was never truly wiped out, long centuries of repression had forced resistance into mystical forms.  Rather than attempt an uprising, dissenters met in secret to practice religious rites condemning the material world for its harshness. Although condemned by many names, the representatives of this cult preferred to be known as "the Good Men" and they were much-admired by common people both for their courage in the face of repression and the simplicity of their lives. Thus, when a star fell from the heavens near Aglos Baños and was found to have borne a child to earth, the humble people of that village delivered the heavenly infant to the brothers Salazar, two Good Men who preached their teachings in the region.
The Commune leadership was inept, most officers having been drawn from the Commune's Political Commissary. The Commissary was famed for creating remarkably loyal and vigilant political leaders, who were efficient at dealing with criminals and dissenters. This experience rarely gave them insight into the realities of a real battlefield though, and the men under their command often paid the price for their mistakes. Uriel experienced this first hand when his brother Sariel met his end in a bitter melee after a Commune officer, eager for glory, ordered the unit to counter-charge from their strong defensive positions at an enemy assault.
It was here that Uriel's distrust of authority began, but Uriel also gained a deep appreciation of teamwork, and that combined with the spirit of the common man, could change the course of a battle in even the direst of circumstances. Uriel's understanding of the importance of information also found a home here; its incredible value on the battlefield that could save lives, and its use in shaping morale of friendly and hostile forces alike was not lost on Uriel.
Uriel rose through the ranks quickly, displaying a natural talent for leadership and tactics.
Despite his promotions, Uriel always looked out for and listened to those below him, often commenting that they were the reason the unit was a success, not Uriel or anyone else.
By the end of the war Uriel had won many medals, and been promoted to Sergeant Major, the highest rank a low-born enlisted man like himself could achieve.

The Salazars had once been prominent businessmen and lived luxurious lives until the elder, Matías, fell into a deep despair.  When his brother Bruno went to reason with him, Matias confessed that he was overwhelmed by the emptiness of their comfortable existence.  The two had talked throughout a long night, gradually convincing one another that they had to set aside material plenty in order to nourish their spirits.  They left their old families behind and lived the life of the Good Men for a decade before being presented with a child by the people of Aglos Baños.  Matias and Bruno were reluctant to take on the burden of an infant and feared that they would only endanger the child and themselves, but on laying eyes on the Primarch they could not deny that he was special.  Bruno named the child Uriel, which meant "the Light guides me" in the tongue of Tiberia V.


The war ended after 7 bloody years with the Commune victorious. Upon returning home to the slums, Uriel found it overrun by gangers and scum who had terrorised the families the soldiers had left behind.  
It was an apt name. Uriel Salazar grew and learned swiftly in the care of the brothers. He not only understood their mystical teachings, but was quick to point out new insights to his guardians. Yet in his third year on Tiberia V, by which time he already had the stature of a grown man, the Primarch confessed to the brothers Salazar that he could not take up the life of the Good Men. Although at first he rationalised his decision as the need to end the repression of the Good Men's teachings, Uriel Salazar finally admitted that something within him yearned to walk in the material world and do battle with sin directly.  Matias and Bruno were understanding and patiently answered their ward's questions on profane matters to the best of their ability, though for years they had thought little on such matters.
They who had sacrificed nothing were leeching and stealing from those who had, and the government had done nothing to curb them. A hatred deeper than he had felt during the war awoke within him at the injustice, and he declared a personal crusade against the gangs.<br/>
His vigilante war spread like wildfire. Other like-minded individuals joined his cause, many of them former soldiers, and the district was quickly cleansed of its criminal elements. The people thanked Uriel, though he protested; their quality of life had improved dramatically due to his crusade. But Uriel heard stories of the districts neighbouring his own; gangers fleeing his wrath were fighting the local gangs for footholds. The violence they inflicted made life considerably worse for the residents. Seeing the consequences his actions had for others, Uriel sought to rectify this and before long he and his followers had cleansed the entire slums of criminals.
This caught the attention of '''Ferran Machala''', the planets Minister of the Interior who  among other responsibilities, presided over the Commune's secret police.

For some years, Uriel Salazar wandered Tiberia V in the manner of the Good Men.  But he did not simply preach a simple life and mystical salvation.  He gathered unto him those who were willing and able to fight to against the wickedness that beset their homeworld.  These hardy souls were forged by Salazar into a brotherhood of warrior-ascetics with the strength of will and unity of purpose to fight against the sorcerer-kings of Tiberia V.  Uriel Salazar's ''Hand of Fate'', as they came to be known, first carried out their actions from the shadows, using stealth and surprise to assassinate psychically-endowed tyrants.  These first pin-pricks paved the way to Tiberia V's salvation, but the Hand of Fate would not deliver their homeworld from evil until they transformed into an army and broke the armies of the sorcerer-kings in the field of battle. Even then, the mighty psykers who had ruled Tiberia were terrible threats in their own right. Uriel Salazar took it upon himself to slay the tyrants and one by one they fell by his blade. Finally, the Hand of Fate stormed the Sanctum of the Mage-King Balthazar, the last of the tyrants. Although even the mightiest of Tiberia V's psykers was no match for a Primarch, Balthazar had a trump card. He tore the weft of reality and opened a rift to the Warp as Uriel Salazar stormed into the inner sanctum. The Primarch was sent tumbling into the Warp once more. All that remained of Uriel Salazar was one of his short blades, thrown at the last instance and lodged in the black heart of Balthazar. Tiberia V was free, but her liberator was gone.


Machala was impressed by Uriel's achievements. But it was Uriel's sense of duty and justice that caught Machala's attention most, and he sought to recruit Uriel as a detective in the secret police. The secret police's duty was to hunt down criminals and rebels, something Machala joked Uriel may have some natural ability with. Uriel was unsure; the secret police had a reputation for corruption and never taking prisoners. But Machala was regarded as having a scary eye for talent, and was eager to recruit Uriel. Machala spared no expense in exerting his formidable power to achieve this end. Uriel agreed after Machala guaranteed that Uriel could run his unit as he saw fit, that the slums would be protected, and that he and his siblings would be given full education at the prestigious Collegium of Ghalylé.<br/>
==The Great Crusade==
Uriel was grateful for this, and sought to become the model student. He spent all his free time studying or tutoring his siblings, though this often caused friction with Gabriel who resented Uriels help, it only reminding him just how much he stood in Uriel's shadow. Their relationship became strained, Uriel only wanting to help his brother, and Gabriel resenting Uriel for it. One night Azriela dragged Uriel away from his books to a student house party in an effort to make his older brother socialise and loosen up. Fate intervened again, and while out smoking on a balcony Uriel met '''Annastasya Keye'''. Annastasya was the daughter of the Planetary Governor, '''Leopoldo Keye'''. Uriel had never met anyone like her; she was incredibly intelligent, playful, and despite her station, she was a genuine and honest person. They talked well into the following day on that balcony; from lighthearted banter to passionate debates over politics, philosophy and justice, there was never a lull. When it came time to leave for morning classes, they both agreed their debate was unresolved and organised to meet up again. The pair quickly became close, spending a great deal of time in each others company, each having found what they felt was an intellectual equal.

Some time after, graduation was upon them. Uriel graduated top of his classes, and started his new career as a detective for the secret police in earnest. His siblings also graduated, Azriela starting up a charity to help improve conditions in the slums, while Gabriel went to work in the Interior Ministry's Intelligence Department. The relationship between Uriel and Gabriel thawed as they set off on their new careers, much to Azriela's joy.

Before the planet could settle into a new pattern, Tiberia V was thrown into fresh upheaval by the arrival of mighty golden armoured warriors from the heavens. Led by the giant figure of the Emperor of Mankind, the First [[Expedition Fleets (Hektor Heresy)|Expedition Fleet]] of the Imperium had come to claim another world for the [[Great Crusade (Hektor Heresy)|Great Crusade]]. More than that, the Emperor had sensed a powerful presence and hoped to find the first of his lost Primarchs and a worthy second for [[Hektor Cincinnatus]]. Yet by the time His fleet arrived at Tiberia V, the only trace of the missing Primarch was the legend of Uriel Salazar. Disappointed but ever adaptable, the Emperor bade his servants set a course to the next lead on the missing Primarchs, a path that would take the First Expedition Fleet to Whitestone and a reunion with [[Arelex Orannis]].


Uriel's deep understanding of the streets, his determination, and his experiences in the war made him a potent detective. Those skills allowed him to quickly win over entire districts despite the reputation of the secret police.
On Tiberia V, the process of Compliance with Imperial law went smoothly. Many members of the Hand of Fate were enthusiastic about the vision of humanity emerging from a long night of ignorance and cant. These disciplined warriors formed the core of Imperial Army regiments recruited to spread the Great Crusade further into the stars. Those who were less impressed simply retreated from the world and dwelled as hermits, ignoring the Imperial Governor and his decrees as best they could. Nobody expected that Uriel Salazar would return as mysteriously as he had vanished - and yet, ten years to the day after he had been thrown from realspace by the Mage-King Balthazar, Uriel Salazar came back to Tiberia V.
It was during a regular investigation that Uriel uncovered several disparate pieces of information:
The rebels were known to the Commune before the last war, but immediately following the conclusion of that war, the effectiveness of the rebels dramatically increased. In the latter stages of the war, several Nationalists, and several non-conformist Commune commanders were killed in attacks, though no bodies were ever recovered. Uriel also noted the rebels were remarkably well informed on Commune movements.
On their own these events seemed like nothing, just unconnected facts. But Uriel saw something in them, though he couldn't say what, he felt it was bad. With nothing else to go on though, Uriel put the investigation on low priority while he continued his regular operations.
Time passed, and Uriels investigation into the events broke ground slowly but exponentially. And the more Uriel and his men learned, the less they liked. The investigation seemed to suggest that members of the Commune government were working with the Rebels and criminal factions to overthrow the Commune, though the why was still unknown.
Then during a raid on a rebel safe-house, Uriel's men uncovered an information cache that upon inspection, appeared to be only a few days old. The files included part of a plan to enact a coup at the palace, and a date; that very day.
Uriel immediately tried to hail the palace guards over comms, but all channels were seemingly jammed. Uriel wasted no time, he gathered his active squads and commandeered a gyro-craft to take them to the palace.
Fortune favoured Uriel that day, and he and his men arrived just in time to change the course of history.
Leopoldo Keye, the planetary Governor, thanked Uriel personally, speaking of medals and honours. Uriel protested that he was merely doing his job and wanted no recognition. Leopoldo was insistent however, and compromised with Uriel to pass the honours to Uriels men instead of Uriel himself.
Machala arrived and took over the investigation personally, returning Uriel to his post a hero of the Commune. Uriel resumed his regular operations with characteristic diligence, but he could not shake a nagging feeling of concern.<br/>


Several high ranking officials and staff were arrested for their part in the coup, and a government-wide purge began under Leopoldo's personal oversight. But in the following weeks Uriel observed the rebels still operated on remarkable intelligence.
After a short period of reorienting himself and deducing the events that had brought him to this point, the Primarch was not well-pleased with the changes wrought to his homeworld in his absence. Uriel Salazar had been cast out of a world almost liberated from the yoke of sorcerers by a dedicated corps of warriors. The Tiberia V he now found himself in seemed to have been conquered by psykers from the stars. Worse, the Hand of Fate had disbanded and the greater part of his followers had betrayed their oaths to serve a star-faring sorcerer-king. Outraged and defiant, Uriel Salazar began to rebuild his guerilla organisation and lead raids against the Imperial garrison. He did not, however, invite veterans of the Hand of Fate to join his new army, styled ''The Serpents''. The alleged autobiography of Uriel Salazar, the so-called ''Confessions'', attributes this decision to the Primarch's newfound belief that the Hand of Fate was a flawed organisation, ignorant of their responsibilities to galactic humanity. Others suggest that Uriel Salazar simply felt betrayed by so many of his former followers swearing loyalty to the Imperium and craved a fresh start. Regardless of his reasons for setting aside the Hand of Fate, Uriel Salazar's Serpents were a distinctly different organisation. Where the Hand of Fate had aimed to throw off Tiberia's shackles in their own lifetimes, the Serpents were taught to see the rule of the Imperium as a long-standing evil that they could attack and poison, but perhaps never defeat.
So Uriel revisited his investigation quietly, but he found nothing new, and he returned to his unease.
A fortuitous break came when one of Uriels men caught a rebel messenger while off-duty. The messages being carried were addressed to several of the officials arrested in conjunction with the attempted coup, and included coordinates for them to meet 'friendly forces'.
Uriel shared his findings on the continued investigation with Annastsya and Gabriel; Both of whom he respected and knew he could trust as both had a vested interest in protecting the Keye family. Uriel had no evidence, but it was clear someone high up was helping the rebels. Uriel explained that until they knew who they can trust, they needed to keep the investigation quiet and remain vigilant.
Uriel had had his men covertly reconnoitre the coordinates in the intercepted messages, what they found was astonishing: a fortified rebel stronghold only a short distance from the Capital.

Despite their fatalism, the Serpents were effective. Tiberia V's garrison was mainly local militias, supported by a regiment of Saturnine Hoplites under the command of  Legate-Colonel Marsimus Cassiel. Uriel Salazar was more than a match for the Saturnine officer, repeatedly baiting Imperial forces into abandoning high-priority targets or falling into ambushes. Within a year of his reappearance, the Primarch had raised a guerilla army, assassinated the Imperial Governor, and reduced the garrison to barely a thousand combat effective personnel. Worse yet for Cassiel's beleaguered command, the Serpents had made a point of targeting psykers so by the time the crisis became acute there were no astropaths left to sound the alert. Were it not for [[Heralds of Hektor|First Legion]] serfs monitoring reports of rebellions in newly-Compliant sectors, Tiberia V might well have completely thrown off Imperial rule before any reinforcements arrived. As it was, the vigilant serfs noticed that initial reports of terrorism on Tiberia V had not concluded with the customary notice of the outlaws being brought to justice. Instead, the planet had simply gone silent.


Without revealing his larger investigation, Uriel informed Machala of his findings, and requested extra manpower to assault the stronghold. Machala agreed to Uriels requests and sent 3 companies of the elite palace guard and mobilised the Commune air force to provide fire support during the assault.
Their analysis was quickly passed up the Legion chain of command to [[Hektor Cincinnatus]] himself, who was then planning a second expedition to the troubled [[Parthorum Wars|Parthorum Sector]]. Privy to the Emperor's motives in first going investigating the planet and suspicious of how quickly Cassiel's command had been silenced, Hektor passed the responsibility for Parthorum to Leonidas Manisicus and instead took a small force to Tiberia V. On arriving at the troubled world, the Primarch relieved Marsimus Cassiel of command and started the hunt for his missing brother. Unlike the mortal soldiers who had been out-foxed by Uriel Salazar at every turn, Hektor's Space Marines quickly began to round up cells of the Serpents. Interrogation of those rebels who had met the Serpents' leader backed up Hektor's hunch. Within a month of campaigning, the Master of the First Legion cornered his missing brother. Had both warriors benefitted from the advanced technology of Mars, a confrontation between the two Primarchs would have been a close-run thing. But with Hektor Cincinnatus clad in Power Armour and wielding his great shield and spear, Uriel Salazar stood little chance of victory. Only Hektor's desire to apprehend rather than slay his brother prolonged their duel, but it could not alter the outcome. Captured by Hektor Cincinnatus, Uriel Salazar had to endure the long journey to the Solar System. His jailor daily plied Uriel with tales of brotherhood and common cause, but such blandishments fell on deaf ears. The slain tyrants of Tiberia V had tried to claim kinship as well, thinking that they could turn a deadly enemy into a pawn. Due to his defiance Uriel Salazar, alone among the Primarchs, was brought before the Emperor in adamantium chains.
The attack began in earnest, and morale was high.
At a critical point in the battle, Uriel and his men became targets of a sustained air strike. Uriels men were obliterated or scattered, and Uriel badly wounded, losing his arm.
Weak and wounded, Uriel was whisked from the scene and taken to a wide open field with a primarch sized grave dug out ready for Uriels execution.
Fate would once again intervene, and with typically uncanny fortune, Uriel was spared his execution by rebels. The rebels took the grievously wounded Uriel captive.
Uriel would soon discover that his wounds were the least of his injuries; his parents had been murdered by 'gangers' despite the slums being cleansed of crime. Azriela too had been found dead in suspicious circumstance. Annastasya was in a coma, having been horrifically mauled. The state media claimed Uriel responsible, in a failed attempt at a kidnapping when his true allegiance to the rebels was uncovered by the Interior Ministry. Uriel was affected deeply by this tragedy; they may not have been his biological family, he knew that, but they had shaped him and been there for him all his life.
He did not dwell on his grief, instead throwing himself into a quest for justice, and vengeance. His target was clear: those Uriel had fought for, risked his life for, had betrayed him. Why? Uriel didn't know yet. But he would find out.

This inauspicious beginning did not stop the Emperor and Uriel Salazar from winning one another's respect and loyalty. The Emperor patiently explained His works to His wayward son, demonstrating many of the safeguards that He employed against the perils of the Warp but also showing how the Immaterium was the key to lifting humanity out of the darkness of Old Night. During a long stay on Terra, Uriel Salazar was won over to the Imperial cause and proved himself worthy of taking the reigns of the [[The Justiciars|Thirteen Legion]], then known as the ''Iron Angels''. The 13th had won a solid reputation for discipline and valour in combat, but their ranks had been sorely depleted in the hard fighting on Messonia during 813.M30. Samples of Uriel Salazar's genetic material helped to strengthen the Legion's gene-seed, but the Primarch also played a key role in instructing fresh cohorts of recruits - many of them Tiberian-born. One of the Primarch's first acts was to decree the Legion's old nickname overly boastful and instruct his men to see themselves only as Humble Fellow-Soldiers of the Emperor and His Justice. This unwieldy name was shortened in popular use to '''The Justiciars'''. A less famous early command to the Thirteenth concerned the fate of Uriel Salazar's ''Serpents''. Hektor Cincinnatus had commuted the traditional death penalty for these rebels, believing that the wholesale slaughter of his brother's warriors would sour relations. However, when Uriel Salazar took command of his Legion, the men who had fought alongside him against the Imperium were suffering in hard labour camps on Tiberia V. Unwilling to see loyalty go unrewarded, the Primarch commanded that the Serpents be secretly given the Thirteenth Legion gene-seed. Despite the advanced age of these warriors, perhaps one in a hundred survived the gene-seed and took their place in the Legion's ranks. In order to ease suspicions, Uriel Salazar gave these men the name of his more reputable organisation, The Hand of Fate. The name stuck and despite changes in personnel it would be used for the Primarch's bodyguard throughout the Great Crusade.


This quest for vengeance saw Uriel uniting the few surviving old soldiers and the few police officers he trusted, with the rebels he had once hunted.
Decades of faithful service elevated Uriel Salazar high in the esteem of the Imperium. Many of the thrall-realms brought into Compliance honored the Primarch with patents of nobility. His most prominent honor, the Emperor's Justice, was a consolation for the Justiciars being withdrawn from the front ranks of the Great Crusade. This move did not reflect any weakness of the Legion but was mandated by the vast expanses conquered in one and a half centuries of expansion across the Galaxy. Although rebellion was not common, with over a million worlds already under the Aquila and more being added every year there was always a call for Imperial forces to fight against rebels. Particularly worrying was the role of psykers in leading revolts. For much of the Great Crusade, the Sisters of Silence had been responsible for putting down would-be Sorcerer-Kings, but the now-vast Imperium and an escalation in the frequency of rogue psykers made a supplement necessary. Uriel Salazar and his Justiciars were ideally suited for this task. However, the struggle against emerging witch-cults began to fray at the Primarch's mind. Uriel Salazar began to feel that these events did not take place at random and that there was some kind of guiding principle or logic that governed the emergence of corruption. He began to spend more and more time on investigating secret lore, even embarking on a fruitless quest to track down the arcane libraries of the [[Craftworld Eldar (Hektor Heresy)|Eldar]]. Such distractions kept the Primarch's attention from the brewing political crisis in the Imperium and only the [[Council of Nikaea (Hektor Heresy)|Council of Nikaea]] roused much interest from the Justiciars. Even then, Uriel Salazar sent his deputies to the Council and abided by its decrees without comment.
From a former Nationalist army Colonel, a man Uriel had once tried to kill, he learned that the rebels were originally a plot devised by the Planetary Governor and various Merchant interests to gain power; creating a false narrative whereby the rebels were used to silence opposition, unite the people under the Communes regime, and gain support for the subversion of the planetary laws and customs so that the Governor and his Merchant friends could exert total control for their nefarious ends.
It had succeeded, but after the last war, deserters from the Commune forces and Nationalists who refused to give up the fight flooded to the rebels. Genuine rebels flocked to the cause and soon hijacked the original leadership, and making the fake rebels a real threat.
The picture started to become clear and Uriel began his war, leading his misfit group of rebels, former-police, and old soldiers against the totalitarian regime of the Governor and the Merchant Cabal that backed him. Uriels war was bloody, but Uriel was careful to never harm innocents - utilising the lessons he learned as a detective to win the people over paid dividends for the rebels.
The grief of losing his family and Annastasya began to sink in for Uriel, and it took all his willpower to remain disciplined and put the rebel cause, and that of the people first.
The rebels made great gains in assaults on Commune precincts. In one such precinct Uriel was reunited with his brother, Gabriel. Surprise and relief filled Uriel, and he quizzed his brother on how he was still alive. Gabriel didn't smile, his face a picture of guilt. He explained to Uriel that Gabriel had informed Machala of Uriels investigation. Believing that it would get Gabriel promotion and honours for bringing the mole to Machala's attention, and for his discretion, noting the political and social unrest that would result from the scandal that would follow. Gabriel believed that Uriel would be reprimanded for his actions at most. He never for a second believed they would do what they had done.
Uriel was speechless, his emotions in turmoil. His brother had betrayed him for selfish greed, and the Salazars had paid the price for it.
Justice demanded retribution, but Gabriel was Uriels last surviving family. Uriel wanted to let it go, just this once, but doing so would dishonour his dead father, mother, and sister.
With a heavy heart Uriel solemnly levelled his gun at his brothers head and fired.

As the struggle progressed, it also slowed; Leopoldo began passing new draconian laws to conscript and control the people, and brought the army in. Atrocities were committed on civilians who just wanted to live their lives and held no allegiance to the rebels. The Rebel commanders rejoiced, seeing that these actions would win the people over to the rebels quicker than any propaganda could. But while Uriel saw this, he also saw the cost to innocent lives, and the casualties the rebels sustained rose steadily as the Commune began taking the rebels more seriously.
It tortured Uriels conscience; those who were responsible for the ills of the world were not the ones suffering, just as in the last war. How could the rebels claim to be champions of the people if they would willingly let innocents die to further their goals? That would make them just like those they so bitterly fought.
Uriel had never cared much for ethics and morality, but he knew letting others die to further your own cause while doing nothing was far from selfless or just.
So Uriel decided upon a risky plan; he would lead an assault on the governors palace to kill the governor, and as many of the leadership as possible. Fortune favouring him, Uriels plan coincided with a military parade, showing off the warriors and tools of war that would soon be used on the rebels and the people alike.
Uriel's plan met protest: how could the rebels risk such a hero on a suicide mission? Uriel vehemently defended his plan, stating with great conviction that the struggle was bigger than any one man, and that he was not a hero, just a boy from the slums who refused to watch as good men die. The rousing impromptu speech saw rebel fighters Uriel didn't even know pushing to volunteer for his suicide mission.

The assault was a bloodier affair than anyone expected. Uriels team were so heavily outnumbered and out-gunned it should have been impossible to pull off. But whether from fortune, divine intervention, or unyielding willpower, Uriel and his men succeeded. At the crescendo of the battle, a bloody and weary Uriel stood over the broken corpse of Machala, gun levelled at Leopoldo Keye, the architect of everything that had transpired.
Leopoldo laughed, mocking the silent, weary figure of Uriel. Leopoldo recounted how he had Uriel's family raped, tortured, and killed. How he had even had Annastasya beaten to an inch of her life because she refused to renounce Uriel. How he had ''killed'' his own daughter just to hurt Uriel some more.
Uriel dropped his gun and Leopoldo's laughter became raucous, believing he had broken Uriel with words, after he had come so close to victory.
Leopoldo's charred corpse was found hanging over the palace gate from his ankles by a length of razor-wire, a car tire binding his arms, and his blackened tongue protruding from a slit in his throat.
The Governors forces were broken, fleeing, the leadership dead in ways that would not be forgotten for generations. Only some of the Merchants escaped, but Uriel would not let them escape his justice for long.
 
==Arrival of the Emperor==
 
The day after Uriel's surprising triumph, the rebels doubled their efforts. The Governor had retained power through using weak yes-men to enact his will, but without the Governor, these ineffectual sycophants fell to their own weaknesses; inept leadership, greed, ambition, envy, and even indecision. Uriel ordered his forces to engage these broken factions and mop up any who rejected his generous offer of amnesty.
It was here at the height of his triumph, as hollow as it felt to Uriel, that once more fate would intervene, and choose that day to reunite Uriel with his true Father, the Emperor of Mankind.

With void ships obscuring the sun, the Emperor descended down into the bullet-riddled ''former''-Governors Palace to meet with Uriel. the Emperors entrance was dramatic and ceremonious, flanked by towering lines of shining, golden Custodes, and slightly smaller though still imposing, ceramite-clad warriors bearing golden sun emblems on their shoulders.
A tense scene ensued, as these intimidating titans stood beside the radiant figure that was the Emperor, faced by  dirty, dishevelled misfits, guns futilely raised at the sudden intrusion. Uriel stood resolutely with his men, his own pistol raised right at the Emperor, unwavering and ready.
The Emperor greeted Uriel by name, and began explaining who he was, and who Uriel really was, and the destiny that awaited him.
 
Uriel's gun didn't waver. In no uncertain terms, Uriel informed the Emperor of his weariness at fates intrusion into his life, and that he had no intention of bending the knee to anyone having just sacrificed everything to defeat the last man he bent the knee to.
The Emperor responded by explaining in more detail what his mission was in the galaxy; he was not like the man Uriel had defeated. Yet Uriel countered: The Emperor appears just as self-righteous and pompous as Leopoldo, gesturing to the towering golden-wreathed bodyguards flanking the Emperor; Leopoldo used force to wield his power, how was the Emperor any different.
At this the Emperor dismissed his guards, and even ordered the void ships to pull out of orbit over Tiberia.
 
Now alone on the planet, the Emperor set aside his arms and armour, and spoke with Uriel for several days in the shattered, bullet-scored ruins of the formerly magnificent Tiberian Palace.
The Emperor listened to Uriels story patiently, before replying. The Emperor could see Uriels hope and faith were but embers of a once bright fire. And in a display of wisdom and understanding, the Emperor sought to reignite in Uriel a flicker of that hope. He told Uriel of his ultimate goal to unite Mankind against the foes that preyed upon it from within and without. He told Uriel how he sought to elevate man, and recapture the glory of a bygone age, long though lost.
Uriel was still sceptical, but the Emperor could see into Uriel's mind, and he saw the flicker of hope there grow, ever so slightly. In his infinite wisdom, the Emperor knew that he didn't need to change Uriel, just nudge the cynical primarch in the right direction, as the simple truth was that Uriel was always meant to be the way he was; to fill the role he was designed for in the Emperors vision for the Imperium required a cynical and dutiful individual of extraordinary conviction and willpower.
Uriel for his part felt renewed. His heart was still heavy over the loss of his family, but the Emperor had shown Uriel a vision of galaxy where the common man ''was'' looked out for; that the Emperor was a leader who put Mankind before himself or his own personal gain. <br/>
It appealed to Uriels sense of duty and compassion to be given such a purpose as the Emperor was offering - to help in the struggle to save man from hostile forces and from himself. The Emperors words affirmed in Uriel the ideals that his adoptive parents, Enoch and Maria, had instilled within him; from his father: duty, justice, and self-discipline. And from his mother: compassion, patience, and humility.
Following the Emperor became a way for Uriel to honour the impact his adoptive had on Uriels life as well as extending Uriels desire to help the common man find justice extend beyond the confines of Tiberia.
Remembrancers have cited these talks as being the foundation on which Uriels extraordinary loyalty to the Emperor and the Imperium was built on; and consequently these discussions have been studied with great depth after the shock of discovering the Uriel Salazar had betrayed the Emperor and the Imperium, and joined the traitors on Terra.

==The Great Crusade==
Allegations that [[the Voidwatcher]] had used sorcery to attack Terra were enough to pull the Lord of the Justiciars from his secret project. Uriel Salazar obeyed Hektor Cincinnatus' call for a Tribunal to investigate the claims and took his retinue to the world of Olmer to hear both sides of it. However, the Tribunal turned out to be a failure as an instrument of justice. Only seven of the Primarchs attended, and Tiran Osoros and Rogerius Merrill departed after the first day. As a means of enlightenment, however, Olmer was a great success. Aubrey the Grey revealed to Uriel Salazar a secret collection of Xenos artefacts from the world of Caria that shed new light on the mysterious logic of corruption that the Justiciars Primarch had obsessed over for so many years. Hektor Cincinnatus' resolution that the extraordinary proclamations coming from Alexandri of Rosskar and Malcador the Sigilite were signs of a coup on Terra was a small thing by comparison. The Justiciars would support the Warmaster's war, but their real aim was seeking the Truth.
 
Uriels foray into the Great Crusade was extraordinary; with impressive speed and efficiency Uriel quickly overhauled how his entire campaign front was organised and functioned. Impressive victories were racked up with the speed and strategic brilliance only an individual deeply committed to his work could achieve. Uriel never accepted accolades, and rebuffed attempts to hold celebratory events in his or his legions honour, preferring to continue his work without distraction. <br/>
Uriel also garnered attention for his insistence on diverting legion resources to rebuilding conquered worlds, funding new colonisation efforts, enforcing imperial law, and improving and upgrading the equipment and training of the Imperial Army and PDF forces under his remit.
The morale in Uriels sector, and the support for the Imperium reached levels significantly higher than elsewhere in the Imperium, to the point that many remembrancers and Administratum logisticians declared the statistics as anomalies or errors. It wasn't until the Heresy that the effects were verified.

During the Traitors' lightning campaign toward Terra, Uriel Salazar carefully studied the relics Aubrey had provided him. The inhuman texts were difficult to decipher but a Primarch's intellect is easily capable of such feats. As his translation grew more profound, Uriel Salazar learned that the nameless Xenos writer grappled with the same mysteries of creation. If the primitive alien mind was flawed in seeing such mysteries as a conscious entity - "The Architect of Fate" - many of its insights were striking. When Hektor suffered his setback at Kuniat and dispatched the Traitor Legions to gather new forces for a second campaign, Uriel Salazar was quietly exultant. He would take the opportunity to seek out more Xenos lore at Caria and solve the mystery once and for all. Such wisdom would make squabbles between Malcador and Hektor easily solved - or render the petty dispute irrelevant.


Though while his conquests were celebrated, Uriel was concerned. Aside from his campaign conquests which proceeded with amazingly consistent success, Uriel had continued the legions mandate of hunting out and eliminating sorcerers across the Imperium. Though now combining their mission with counter-insurgency and counter-crime activities for efficiency, the groups intelligence unit consistently reported increases in sorcerous activity within the Imperium. But Uriel noticed that these upticks in Psyker activity were following a basic pattern of beginning as criminal activity, usually political corruption and smuggling, and then each progressed uniquely, but towards a single goal of insurgencies with no clear or identifiable end goal aside from anarchy and erosion of the social fabric of a world.
Searching Caria posed certain risks. The world was located close to the Homeworld of [[the Entombed]] and despite the enthusiasm of their emissary to Olmer the sons of [[Golgothos]] had not thrown in with Hektor. Uriel Salazar had little wish to fight the Loyalist Legion and hoped to simply talk his way out of a conflict - but he had to take precautions. Before the Traitors divided their fleet, Johannes Vrach had been good enough to provide the Justiciars with samples of a bioweapon developed from samples of Golgothos' genetic material. According to the Lifebringers Primarch, this weapon would weaken any Entombed warriors and be harmless to other life forms. Although Uriel Salazar was doubtful that Vrach's weapon would entirely thwart any Loyalist interlopers he felt that an instrument of limited lethality would help to avoid a battle that might destroy irreplaceable texts. Such hopes were only partially fulfilled. When the Entombed arrived at the Caria system they ignored Uriel Salazar's polite greeting and warning not to interfere and carried out a landing in force. However, the Life Bringers' weapon worked far better than expected. Of the Entombed host that landed on Caria, only those warriors protected by Dreadnoughts or advanced Terminator armour survived, and these were too few to do anything but withdraw. Uriel Salazar broadcast his regrets for the incident and returned to his investigations.
It is unclear looking back if Uriel understood what he had found, but his own writings and orders imply he may have had at least a rudimentary understanding of what he had found. Though many documents and records of the legions activities were lost around the time of the heresy, there remain some administratum records, spared by sheer bureaucratic incompetence, that detailed a serious, long-term effort to combat this sorcerous threat covertly. I was able to use the systems listed to identify a pattern: crime went up, the 13th arrived, and crime went sharply down again. Using this pattern, I was able to map out the 13ths operations, and the sheer scale of what I found was astonishing; The absolute skill and ability required to do what they had done is sadly long lost to us, and one can only muse at the potential effectiveness of the Inquisition if this were not the case.
Why Uriel chose to keep these operation so secret is unknown, but my theory, gleaned from my extensive knowledge on the XIII legion and its thrice-damned primarch and all records the Imperium holds on them, is that at least originally, Uriel may have been trying to protect the Imperium at large from a threat it didn't, and couldn't understand. However, significant doubt to this has been put forward by many of my contemporaries, especially focusing on the extensive destruction of all documentation relating to the subject, but none have been able to provide an alternative theory.

Careful study of the Carian mysteries revealed a recurring pattern. The hero set out to struggle against the Architect of Fate but in the course of their struggles undid themselves and furthered the plans of the god. So enlightened, the hero matched their will with that of the Architect and began a new life as a conscious servant of the god, rather than a mere pawn in its schemes. Uriel Salazar could not help but see a certain parallel to his own situation. He had sought to unravel the mystery, fought against it, made sacrifices to hunt it, and yet, in looking back - what had been achieved? Brushfire rebellions across the face of the Imperium were no longer a problem because they had been subsumed into Hektor's revolt. The same revolt that the Justiciars had joined. Such thoughts might have troubled Uriel Salazar in the past, but now he only felt excitement.


Sometime during 942.M30, Uriel requested a meeting with the Emperor and Malcador the Sigilite about the vast network of seemingly unconnected cults the 13th had been dealing with across the Imperium. With hindsight it is clear these cults were dedicated to the Ruinous Powers, but at the time Uriel was apparently reaching out to the Emperor for guidance because of what he had found. The meeting itself was a private affair that only Malcador the Sigilite and the Custodes Captain-General were also privy to, and no minutes were kept. But what is clear is that after this meeting, Uriel would continue his hunt for the elusive connection behind these cults with increased fervour and diligence. From recovered writings of the primarch himself, and those of his inner circle, Uriel's sense of duty and dogged determination seems to have ultimately driven him to attempt making sense of the insane, and thus into the clutches of the foul god Tzeentch.
Uriel Salazar took the final step, and became something else.
With the truth of Uriels fall obscured to us forever, one is left only with a wistful sense of irony at the guardian against chaos falling to the very same foe he was to face. But more than this, a feeling of wasted potential of once such a beloved and valiant example of what the Imperium could achieve.


==The Heresy==
Now truly understanding his place in the plans of the Architect - the Chaos God Tzeentch - Uriel once more took his place at the head of the Justiciars. The Thirteenth Legion was called on to assist Hektor's campaigns at Destoona, where [[Johannes Vrach]] found the enlightenment of Nurgle, and down the Pathorum stream to Sol itself where they fought in the final battle against the Emperor's Legions. At Terra, Uriel displayed new talents as a sorcerer though he was personally vexed by [[Shakya Vardhana]], and he was present to see Hektor struck down by the Emperor. But throughout this campaign, the daemon-primarch knew that his role was only to ensure a partial victory for the Traitor Legions and see the Imperium of Mankind crippled. Triumph at Terra would only have led to stagnation and the ascendancy of Nurgle's rot. For Tzeentch's plans to be fulfilled, human souls must still be stirred by hope.

After the death of Hektor and the retreat of the Traitor Legions from Terra, Uriel withdrew from his Legion, leaving his men to decide for themselves whether to make spiteful last stands against the advancing Loyalists or to flee back to the Eye of Terror. The Daemon-Primarch's objectives were more subtle than a military campaign now. He began writing a sinister text known as ''The Confessions'', a seemingly innocent collection of philosophical observations that gradually corrupts the soul of anyone unwise enough to read it. The Confessions is all the more dangerous to the Imperium because its copies have been known to transform themselves in order to foil identification.
It is not known when Uriel ascended to become a Daemon Prince of Tzeentch, but the first confirmed sighting of the primarch as a daemon was at Terra itself, when a nightmarish daemonic beast duelling with '''[insert primarch here]''' transformed back into Uriel, causing fighting to stop at the shocking reveal of a beloved primarch believed to have been killed or lost in the early days of the Heresy. Since then it has been confirmed that Uriel is indeed a foul shape-shifting Daemon Prince of Tzeentch.
Though most primarchs would become dramatically different after their fall to Chaos, Uriel would retain a few of his defining traits; his sense of duty, humility, and dedication most notably, though they were corrupted to new and darker ends. However, he would also become deeply and thoroughly insane, and obsessed with creating order or anarchy, only to orchestrate a reversal in a constantly evolving cycle of change.  
 
Uriels scarily accurate understanding of people would take a darker twist, with Uriel becoming a patron saint of the insane; in the same way that some people become animal whisperers, Uriel can reach the insane. He understands them, help them up from where they had fallen. He calms them, makes "the monsters" that plague them go away, so they no longer felt so alone, so everything was better. This consequently has caused the Imperium serious trouble, as Uriel raises up those among the insane that show promise, especially psykers who are prone to madness, and sets them loose, forming cults all over the Imperium; apostle like figures, all insane in one way or another, constantly advancing the agendas of Uriel and his new master, Tzeentch. Uriel would find insanity to be a great method of change, as it was rarely predictable, and the methods of sapping an individuals sanity were endless.
 
Uriel also has occasionally surrendered himself into Imperial custody, shared a wealth of information on the traitors, xenos, and events across the galaxy, then facilitated an escape, leaving the Imperium to act on his information, often foiling the agenda's of other chaos gods. However, on numerous occasions, Uriel has been successfully imprisoned for ''long'' periods of time by the Inquisition, and banished on several instances. At one point, a extremely powerful radical Inquisitor trapped Uriel within a daemonhost, but Uriel being more than an average daemon was barely held within the bindings, and soon escaped once more.

Throughout his life, Uriel Salazar saw himself as a servant in a great cause. He built the Hand of Fate to liberate Tiberia V, led his Justiciars in the Emperor's Great Crusade, and finally found his true calling as the champion of Tzeentch. As a result, Salazar was humble and cool-tempered for a warrior, and wore insults to his own character easily. However, he was less tolerant of attacks on his causes. During the Great Crusade, any questioning of the Emperor's projects quickly roused the Primarch to anger. When [[Gaspard Lumey]] visited ancient Terra, Salazar initially tried to mentor his "little brother", but was incensed by Lumey's sharp-tongued critique of the state of the homeworld's populace. Accounts of the dispute vary from a screaming match up to Custodes having to pry Salazar from Lumey's prone form.
Uriel would most readily defined by an unrelenting sense of justice and duty, a startling and genuine humility, and being possessed of such sheer willpower and single-minded focus that had seen him referred to as a ''"force of nature"'' on many occasions. He was also favoured by fortune, events often breaking to Uriels benefit. This would seem to be a good foundation for the weapon against chaos that Uriel was supposed to be. However, in light of the forever-damned events of the Heresy, one must ask: how did the primarch ''created'' to be the Imperiums weapon against chaos, fall to those same Ruinous Powers?
 
To answer this, one must look first to Uriel's youth; Here we see that Uriel was involved with war from a young age, as most primarchs were, but Uriel's humility and low social standing afforded by his birth kept him from seeking power or overall command as most of his other brothers had done.
The war was the most obvious start of Uriel's lack of trust in authority, but it also is likely the beginning of his high regard for teamwork; in spite of inept leadership, it was teamwork that allowed Uriels men to survive and thrive. Only [[Gaspard Lumey]] held a similar humility and appreciation of where he had started as Uriel did, one a superhuman journalist, the other a paranoid detective, both with a strong belief in the common man, justice, and a distrust toward authority.
 
The influence Uriels adoptive family had upon his development is also of great import; Uriel has been described as possessing a startling understanding of people. Much of this can be attributed to Uriels adoptive father, Enoch, a former war veteran turned professional trainer of canids and other exotic animals. Uriel has been recorded on multiple occasions of recounting wisdom his father imparted upon him, often relating the training of canids and other dangerous fauna to the controlling of men. Combining this with a grounded appreciation of the realities of life for the average civilian, derived from his own life in the slums alongside them, Uriel had a perfect combination of understanding and tough but fair discipline that would make him an inspiring and effective leader.These traits would be a significant reason for Uriel's popularity among civilians and enlisted soldiers, who saw in Uriel a strong leader, who genuinely understood them, and looked out for their interests and well-being before his own, and sometimes even before the Imperium proper. His methods were often unorthodox, and ruffled many feathers among Imperial nobility, but none could deny the sheer level of support for the Imperium Uriel aroused in conquered worlds.  <br/>
Uriel was not an intellectual like some of his brothers, but he had an incredibly keen mind, that was especially perceptive, and intuitive; always alert and aware of events around him. He was often described in private as being rather quiet, thoughtful, and startlingly insightful, with an alarming analytical ability. Somewhat interestingly, remembrancer Kala Eiek, who shadowed the primarch personally for many years, stated that he was overly serious, punctuated by frequent bouts of dry and dark humour. She goes on to record he was remarkably candid about topics that the Inquisition has since classified or outright redacted, but had a tendency to become a completely different person once trouble began, switching from this serious but entertaining and honest individual, to a grim and stoically professional pragmatism. Uriel was however afflicted with many faults; he had a paranoia and distrust of authority that quite often made him hard to work with, along with a frustrating habit of playing devils-advocate that could easily veer into simply being contrarian. His dryly sarcastic sense of humour and directness was often viewed as mocking or rude, even when not intended as such. He was also deeply bitter, cynical, and would even rarely fall into morose moods that would spill into self-loathing and regret over the events of his youth. Uriels single-minded determination and infallible sense of duty could also on occasion see him pursue a goal obsessively, well beyond reason, this ultimately being the reason he would fall to chaos.

Uriel Salazar was the Primarch of the The Justiciars, the 13th legion of the Legiones Astartes. Among the Primarchs, he was long considered the most trustworthy and reliable, until his fall into the service of the Chaos God Tzeentch.

In the Forty-First Millenium, few outside of the Space Marine Chapters and the Inquisition are privy to the tales of the Traitor Primarchs. Even in these limited circles, true knowledge of Uriel Salazar's life is evasive. Although he was not the most secretive of the Primarchs, the ravages of the Heresy and the Scouring destroyed much of the evidence that might have lent credibility to the tales of Uriel Salazar. What follows is an accepted account, but perhaps an entirely flawed one.

The life of Uriel Salazar began deep beneath the Himalayza Mountains, in the laboratory of the Emperor of Mankind. He was the product of advanced science and psychic arcana, a god-like being intended to usher humanity from the darkness of the Age of Night into a new era as the masters of the Galaxy. But like almost all of his brother Primarchs, Salazar was stolen away from the Emperor by the forces of the Ruinous Powers and transported to the far-off world Tiberia V. Like many human realms of the day, Tiberia V was a world much in need of a saviour. Psychic mutation was common, leaving the planet under the thrall of sorcerer-kings and tormented by the perils of the Warp. Although resistance to the sorcerer-kings was never truly wiped out, long centuries of repression had forced resistance into mystical forms. Rather than attempt an uprising, dissenters met in secret to practice religious rites condemning the material world for its harshness. Although condemned by many names, the representatives of this cult preferred to be known as "the Good Men" and they were much-admired by common people both for their courage in the face of repression and the simplicity of their lives. Thus, when a star fell from the heavens near Aglos Baños and was found to have borne a child to earth, the humble people of that village delivered the heavenly infant to the brothers Salazar, two Good Men who preached their teachings in the region.

The Salazars had once been prominent businessmen and lived luxurious lives until the elder, Matías, fell into a deep despair. When his brother Bruno went to reason with him, Matias confessed that he was overwhelmed by the emptiness of their comfortable existence. The two had talked throughout a long night, gradually convincing one another that they had to set aside material plenty in order to nourish their spirits. They left their old families behind and lived the life of the Good Men for a decade before being presented with a child by the people of Aglos Baños. Matias and Bruno were reluctant to take on the burden of an infant and feared that they would only endanger the child and themselves, but on laying eyes on the Primarch they could not deny that he was special. Bruno named the child Uriel, which meant "the Light guides me" in the tongue of Tiberia V.

It was an apt name. Uriel Salazar grew and learned swiftly in the care of the brothers. He not only understood their mystical teachings, but was quick to point out new insights to his guardians. Yet in his third year on Tiberia V, by which time he already had the stature of a grown man, the Primarch confessed to the brothers Salazar that he could not take up the life of the Good Men. Although at first he rationalised his decision as the need to end the repression of the Good Men's teachings, Uriel Salazar finally admitted that something within him yearned to walk in the material world and do battle with sin directly. Matias and Bruno were understanding and patiently answered their ward's questions on profane matters to the best of their ability, though for years they had thought little on such matters.

For some years, Uriel Salazar wandered Tiberia V in the manner of the Good Men. But he did not simply preach a simple life and mystical salvation. He gathered unto him those who were willing and able to fight to against the wickedness that beset their homeworld. These hardy souls were forged by Salazar into a brotherhood of warrior-ascetics with the strength of will and unity of purpose to fight against the sorcerer-kings of Tiberia V. Uriel Salazar's Hand of Fate, as they came to be known, first carried out their actions from the shadows, using stealth and surprise to assassinate psychically-endowed tyrants. These first pin-pricks paved the way to Tiberia V's salvation, but the Hand of Fate would not deliver their homeworld from evil until they transformed into an army and broke the armies of the sorcerer-kings in the field of battle. Even then, the mighty psykers who had ruled Tiberia were terrible threats in their own right. Uriel Salazar took it upon himself to slay the tyrants and one by one they fell by his blade. Finally, the Hand of Fate stormed the Sanctum of the Mage-King Balthazar, the last of the tyrants. Although even the mightiest of Tiberia V's psykers was no match for a Primarch, Balthazar had a trump card. He tore the weft of reality and opened a rift to the Warp as Uriel Salazar stormed into the inner sanctum. The Primarch was sent tumbling into the Warp once more. All that remained of Uriel Salazar was one of his short blades, thrown at the last instance and lodged in the black heart of Balthazar. Tiberia V was free, but her liberator was gone.

The Great Crusade[edit]

Before the planet could settle into a new pattern, Tiberia V was thrown into fresh upheaval by the arrival of mighty golden armoured warriors from the heavens. Led by the giant figure of the Emperor of Mankind, the First Expedition Fleet of the Imperium had come to claim another world for the Great Crusade. More than that, the Emperor had sensed a powerful presence and hoped to find the first of his lost Primarchs and a worthy second for Hektor Cincinnatus. Yet by the time His fleet arrived at Tiberia V, the only trace of the missing Primarch was the legend of Uriel Salazar. Disappointed but ever adaptable, the Emperor bade his servants set a course to the next lead on the missing Primarchs, a path that would take the First Expedition Fleet to Whitestone and a reunion with Arelex Orannis.

On Tiberia V, the process of Compliance with Imperial law went smoothly. Many members of the Hand of Fate were enthusiastic about the vision of humanity emerging from a long night of ignorance and cant. These disciplined warriors formed the core of Imperial Army regiments recruited to spread the Great Crusade further into the stars. Those who were less impressed simply retreated from the world and dwelled as hermits, ignoring the Imperial Governor and his decrees as best they could. Nobody expected that Uriel Salazar would return as mysteriously as he had vanished - and yet, ten years to the day after he had been thrown from realspace by the Mage-King Balthazar, Uriel Salazar came back to Tiberia V.

After a short period of reorienting himself and deducing the events that had brought him to this point, the Primarch was not well-pleased with the changes wrought to his homeworld in his absence. Uriel Salazar had been cast out of a world almost liberated from the yoke of sorcerers by a dedicated corps of warriors. The Tiberia V he now found himself in seemed to have been conquered by psykers from the stars. Worse, the Hand of Fate had disbanded and the greater part of his followers had betrayed their oaths to serve a star-faring sorcerer-king. Outraged and defiant, Uriel Salazar began to rebuild his guerilla organisation and lead raids against the Imperial garrison. He did not, however, invite veterans of the Hand of Fate to join his new army, styled The Serpents. The alleged autobiography of Uriel Salazar, the so-called Confessions, attributes this decision to the Primarch's newfound belief that the Hand of Fate was a flawed organisation, ignorant of their responsibilities to galactic humanity. Others suggest that Uriel Salazar simply felt betrayed by so many of his former followers swearing loyalty to the Imperium and craved a fresh start. Regardless of his reasons for setting aside the Hand of Fate, Uriel Salazar's Serpents were a distinctly different organisation. Where the Hand of Fate had aimed to throw off Tiberia's shackles in their own lifetimes, the Serpents were taught to see the rule of the Imperium as a long-standing evil that they could attack and poison, but perhaps never defeat.

Despite their fatalism, the Serpents were effective. Tiberia V's garrison was mainly local militias, supported by a regiment of Saturnine Hoplites under the command of Legate-Colonel Marsimus Cassiel. Uriel Salazar was more than a match for the Saturnine officer, repeatedly baiting Imperial forces into abandoning high-priority targets or falling into ambushes. Within a year of his reappearance, the Primarch had raised a guerilla army, assassinated the Imperial Governor, and reduced the garrison to barely a thousand combat effective personnel. Worse yet for Cassiel's beleaguered command, the Serpents had made a point of targeting psykers so by the time the crisis became acute there were no astropaths left to sound the alert. Were it not for First Legion serfs monitoring reports of rebellions in newly-Compliant sectors, Tiberia V might well have completely thrown off Imperial rule before any reinforcements arrived. As it was, the vigilant serfs noticed that initial reports of terrorism on Tiberia V had not concluded with the customary notice of the outlaws being brought to justice. Instead, the planet had simply gone silent.

Their analysis was quickly passed up the Legion chain of command to Hektor Cincinnatus himself, who was then planning a second expedition to the troubled Parthorum Sector. Privy to the Emperor's motives in first going investigating the planet and suspicious of how quickly Cassiel's command had been silenced, Hektor passed the responsibility for Parthorum to Leonidas Manisicus and instead took a small force to Tiberia V. On arriving at the troubled world, the Primarch relieved Marsimus Cassiel of command and started the hunt for his missing brother. Unlike the mortal soldiers who had been out-foxed by Uriel Salazar at every turn, Hektor's Space Marines quickly began to round up cells of the Serpents. Interrogation of those rebels who had met the Serpents' leader backed up Hektor's hunch. Within a month of campaigning, the Master of the First Legion cornered his missing brother. Had both warriors benefitted from the advanced technology of Mars, a confrontation between the two Primarchs would have been a close-run thing. But with Hektor Cincinnatus clad in Power Armour and wielding his great shield and spear, Uriel Salazar stood little chance of victory. Only Hektor's desire to apprehend rather than slay his brother prolonged their duel, but it could not alter the outcome. Captured by Hektor Cincinnatus, Uriel Salazar had to endure the long journey to the Solar System. His jailor daily plied Uriel with tales of brotherhood and common cause, but such blandishments fell on deaf ears. The slain tyrants of Tiberia V had tried to claim kinship as well, thinking that they could turn a deadly enemy into a pawn. Due to his defiance Uriel Salazar, alone among the Primarchs, was brought before the Emperor in adamantium chains.

This inauspicious beginning did not stop the Emperor and Uriel Salazar from winning one another's respect and loyalty. The Emperor patiently explained His works to His wayward son, demonstrating many of the safeguards that He employed against the perils of the Warp but also showing how the Immaterium was the key to lifting humanity out of the darkness of Old Night. During a long stay on Terra, Uriel Salazar was won over to the Imperial cause and proved himself worthy of taking the reigns of the Thirteen Legion, then known as the Iron Angels. The 13th had won a solid reputation for discipline and valour in combat, but their ranks had been sorely depleted in the hard fighting on Messonia during 813.M30. Samples of Uriel Salazar's genetic material helped to strengthen the Legion's gene-seed, but the Primarch also played a key role in instructing fresh cohorts of recruits - many of them Tiberian-born. One of the Primarch's first acts was to decree the Legion's old nickname overly boastful and instruct his men to see themselves only as Humble Fellow-Soldiers of the Emperor and His Justice. This unwieldy name was shortened in popular use to The Justiciars. A less famous early command to the Thirteenth concerned the fate of Uriel Salazar's Serpents. Hektor Cincinnatus had commuted the traditional death penalty for these rebels, believing that the wholesale slaughter of his brother's warriors would sour relations. However, when Uriel Salazar took command of his Legion, the men who had fought alongside him against the Imperium were suffering in hard labour camps on Tiberia V. Unwilling to see loyalty go unrewarded, the Primarch commanded that the Serpents be secretly given the Thirteenth Legion gene-seed. Despite the advanced age of these warriors, perhaps one in a hundred survived the gene-seed and took their place in the Legion's ranks. In order to ease suspicions, Uriel Salazar gave these men the name of his more reputable organisation, The Hand of Fate. The name stuck and despite changes in personnel it would be used for the Primarch's bodyguard throughout the Great Crusade.

Decades of faithful service elevated Uriel Salazar high in the esteem of the Imperium. Many of the thrall-realms brought into Compliance honored the Primarch with patents of nobility. His most prominent honor, the Emperor's Justice, was a consolation for the Justiciars being withdrawn from the front ranks of the Great Crusade. This move did not reflect any weakness of the Legion but was mandated by the vast expanses conquered in one and a half centuries of expansion across the Galaxy. Although rebellion was not common, with over a million worlds already under the Aquila and more being added every year there was always a call for Imperial forces to fight against rebels. Particularly worrying was the role of psykers in leading revolts. For much of the Great Crusade, the Sisters of Silence had been responsible for putting down would-be Sorcerer-Kings, but the now-vast Imperium and an escalation in the frequency of rogue psykers made a supplement necessary. Uriel Salazar and his Justiciars were ideally suited for this task. However, the struggle against emerging witch-cults began to fray at the Primarch's mind. Uriel Salazar began to feel that these events did not take place at random and that there was some kind of guiding principle or logic that governed the emergence of corruption. He began to spend more and more time on investigating secret lore, even embarking on a fruitless quest to track down the arcane libraries of the Eldar. Such distractions kept the Primarch's attention from the brewing political crisis in the Imperium and only the Council of Nikaea roused much interest from the Justiciars. Even then, Uriel Salazar sent his deputies to the Council and abided by its decrees without comment.

The Heresy[edit]

Allegations that the Voidwatcher had used sorcery to attack Terra were enough to pull the Lord of the Justiciars from his secret project. Uriel Salazar obeyed Hektor Cincinnatus' call for a Tribunal to investigate the claims and took his retinue to the world of Olmer to hear both sides of it. However, the Tribunal turned out to be a failure as an instrument of justice. Only seven of the Primarchs attended, and Tiran Osoros and Rogerius Merrill departed after the first day. As a means of enlightenment, however, Olmer was a great success. Aubrey the Grey revealed to Uriel Salazar a secret collection of Xenos artefacts from the world of Caria that shed new light on the mysterious logic of corruption that the Justiciars Primarch had obsessed over for so many years. Hektor Cincinnatus' resolution that the extraordinary proclamations coming from Alexandri of Rosskar and Malcador the Sigilite were signs of a coup on Terra was a small thing by comparison. The Justiciars would support the Warmaster's war, but their real aim was seeking the Truth.

During the Traitors' lightning campaign toward Terra, Uriel Salazar carefully studied the relics Aubrey had provided him. The inhuman texts were difficult to decipher but a Primarch's intellect is easily capable of such feats. As his translation grew more profound, Uriel Salazar learned that the nameless Xenos writer grappled with the same mysteries of creation. If the primitive alien mind was flawed in seeing such mysteries as a conscious entity - "The Architect of Fate" - many of its insights were striking. When Hektor suffered his setback at Kuniat and dispatched the Traitor Legions to gather new forces for a second campaign, Uriel Salazar was quietly exultant. He would take the opportunity to seek out more Xenos lore at Caria and solve the mystery once and for all. Such wisdom would make squabbles between Malcador and Hektor easily solved - or render the petty dispute irrelevant.

Searching Caria posed certain risks. The world was located close to the Homeworld of the Entombed and despite the enthusiasm of their emissary to Olmer the sons of Golgothos had not thrown in with Hektor. Uriel Salazar had little wish to fight the Loyalist Legion and hoped to simply talk his way out of a conflict - but he had to take precautions. Before the Traitors divided their fleet, Johannes Vrach had been good enough to provide the Justiciars with samples of a bioweapon developed from samples of Golgothos' genetic material. According to the Lifebringers Primarch, this weapon would weaken any Entombed warriors and be harmless to other life forms. Although Uriel Salazar was doubtful that Vrach's weapon would entirely thwart any Loyalist interlopers he felt that an instrument of limited lethality would help to avoid a battle that might destroy irreplaceable texts. Such hopes were only partially fulfilled. When the Entombed arrived at the Caria system they ignored Uriel Salazar's polite greeting and warning not to interfere and carried out a landing in force. However, the Life Bringers' weapon worked far better than expected. Of the Entombed host that landed on Caria, only those warriors protected by Dreadnoughts or advanced Terminator armour survived, and these were too few to do anything but withdraw. Uriel Salazar broadcast his regrets for the incident and returned to his investigations.

Careful study of the Carian mysteries revealed a recurring pattern. The hero set out to struggle against the Architect of Fate but in the course of their struggles undid themselves and furthered the plans of the god. So enlightened, the hero matched their will with that of the Architect and began a new life as a conscious servant of the god, rather than a mere pawn in its schemes. Uriel Salazar could not help but see a certain parallel to his own situation. He had sought to unravel the mystery, fought against it, made sacrifices to hunt it, and yet, in looking back - what had been achieved? Brushfire rebellions across the face of the Imperium were no longer a problem because they had been subsumed into Hektor's revolt. The same revolt that the Justiciars had joined. Such thoughts might have troubled Uriel Salazar in the past, but now he only felt excitement.

Uriel Salazar took the final step, and became something else.

Now truly understanding his place in the plans of the Architect - the Chaos God Tzeentch - Uriel once more took his place at the head of the Justiciars. The Thirteenth Legion was called on to assist Hektor's campaigns at Destoona, where Johannes Vrach found the enlightenment of Nurgle, and down the Pathorum stream to Sol itself where they fought in the final battle against the Emperor's Legions. At Terra, Uriel displayed new talents as a sorcerer though he was personally vexed by Shakya Vardhana, and he was present to see Hektor struck down by the Emperor. But throughout this campaign, the daemon-primarch knew that his role was only to ensure a partial victory for the Traitor Legions and see the Imperium of Mankind crippled. Triumph at Terra would only have led to stagnation and the ascendancy of Nurgle's rot. For Tzeentch's plans to be fulfilled, human souls must still be stirred by hope.

Post-Heresy[edit]

After the death of Hektor and the retreat of the Traitor Legions from Terra, Uriel withdrew from his Legion, leaving his men to decide for themselves whether to make spiteful last stands against the advancing Loyalists or to flee back to the Eye of Terror. The Daemon-Primarch's objectives were more subtle than a military campaign now. He began writing a sinister text known as The Confessions, a seemingly innocent collection of philosophical observations that gradually corrupts the soul of anyone unwise enough to read it. The Confessions is all the more dangerous to the Imperium because its copies have been known to transform themselves in order to foil identification.

Personality[edit]

Throughout his life, Uriel Salazar saw himself as a servant in a great cause. He built the Hand of Fate to liberate Tiberia V, led his Justiciars in the Emperor's Great Crusade, and finally found his true calling as the champion of Tzeentch. As a result, Salazar was humble and cool-tempered for a warrior, and wore insults to his own character easily. However, he was less tolerant of attacks on his causes. During the Great Crusade, any questioning of the Emperor's projects quickly roused the Primarch to anger. When Gaspard Lumey visited ancient Terra, Salazar initially tried to mentor his "little brother", but was incensed by Lumey's sharp-tongued critique of the state of the homeworld's populace. Accounts of the dispute vary from a screaming match up to Custodes having to pry Salazar from Lumey's prone form.

Uriel's armour


Uriel has an armoury that strikes some as unnecessarily extensive, and others as beyond paranoid; Most commonly however, Uriel is seen carrying several slug pistols, including a bolt revolver. Sometimes he wields a shotgun of a calibre one can only guess at. He is never without the pair of adamantium power daggers forged by his brother-primarch Brennus as a gift; they are nearly always concealed on his person with an alarming multitude of other assorted weapons. His right arm is a high quality cybernetic, replacing the hand he lost in his youth. His armour is of the highest quality, as befitting a primarch, but plain and simple in design, only sporting a plain black cloak for decoration. He is often accompanied by one of his canids or a pack thereof, and if the battlefield suits it, one of his cybernetically enhanced raptors flies above him transmitting a literal birds-eye-view of the surrounding area directly to Uriels helmet feed.

Adamantine Blades: Uriel's paired daggers. Adamantium blades, often coated in poison. S:U-1 AP1, Paired (+1A), Poisoned 2+,

Adder's Plate: provides a 2+ armor save and a 4+ invulnerable save. Grants the Stealth special rule.

Uriel's Arsenal: Choose as many of the following as you're willing to pay for.

Assault Bandoleer: (30pts) Not a literal bandoleer, but a collection of hardpoints and pouches attached to Uriel's armor. Has the following benefits: Counts as assault and defensive grenades, and twin-links all shooting attacks.

Breacher: (60pts) A shortened, lighter version of the thunder hammer, designed for close quarters fighting. S+2 AP2, Sunder.

Disruption Hub: (20pts) A backpack with a bunch of advanced techy shit. All units deepstriking within 10 inches double their scatter and Subtract 1 from their mishap rolls.

Demolition Charges: (25pts) A bunch of bombs. S8, AP2, 12", Ordanance, Heavy 1 , 7" blast,

Target Locator: (75 pts) Basically what it says on the tin. S:D, AP1, Heavy 1, 7" Blast, Infinite Range, Ordnance, 1 use.

The Twins: (65pts) Uriel's favored weapons for a melee, an axe and a revolver. Because Uriel is from Texas, I guess. Uses the following profiles: S:+1 AP2, Master Crafted, Paired (+1A) or S5 AP3, 16", Assault 2

Xetan Diplomicy: (40pts) A big goddamn shotgun. S7, AP4, Assault 2, 2" blast, 24", Shred, Rending. At half range gains +1S and -1AP.

Zael's Laurels: (50pts) The being known as Zael is purely fictional; the name of this Archeotech halo is purely coincidental. Offers a 3++ invuln save, and for one game turn of your choosing reduces the strength of all incoming attacks by 3

Precise Insertion: Uriel may either Infiltrate or Deep Strike without scatter.

Preparation: Always know your enemy. Words to live by. Uriel has Preferred Enemy: Everything, and confers it to all units with Legiones Astartes: Justicars within 6".
