I could do Colorado easily: The new capital of the United States with a quality of life unmatched anywhere else due to the proximity of a great deal of natural resources (oil, gas, minerals) and the current state of the infrastructure being capable of supporting a population much larger than it has now. Southern Colorado would become a radioactive hazard (as would the Western Slope of the Rocky Mountains due to fallout) and despite NORAD's continued existence, travel into and out of the area is extremely hazardous due to radiation. Yeah, it's a paradise if you like being drafted by the New Pentagon and living under martial law. It's not a widely known, but Cheyenne Mountain has the main unblasted areas of Colorado all sewn up. Just like Pentagon has what's left of Virginia, it's just New Pentagon forces are a lot more quiet about it and try to get more people to come into the area to serve in the work camps.
