===Adventuring=== See, that's another thing. They used to be. Before the Houlihan incident, the countries could nominate whoever they wanted, and access was mostly just restricted to how many people each nation was allowed to send. After it, however, a screening process was implemented to prevent any more incidents. The Sandhoff reform has pushed this even further, as UNSERC attempts to separate delvers from their national ties entirely. The goal is for all delvers to eventually become "citizens" of UNSERC. If you want to play treasure hunters, you could set the game before the Houlihan incident, when UNSERC were essentially just doormen.
