===Ultima Segmentum=== ;Leader :Vulkan ;Capitol :Nocturne The hardy and rebellious peoples of the Ultima Segmentum need a Primarch both unwavering in his sense of justice, and caring in love of the people. No other person could fulfill this role but Vulkan. Given the location of Vulkan's Segmentum, he is the unofficial ambassador of The Imperium to his neighboring suzerains: Ultramar, and Cerullian. Despite technically being of lower rank, the Suzerains would much rather settle their local disputes with the Friendly Primarch than have their petitions bogged down in the endless hand wringing and bureaucratic logjam of Terran Politics.
