'''Backstory''': Is the superintendent at a hotel, likely somewhere in the newer parts of the city. His lackey does most of the work, and "He's so lazy, he sleeps all night & day!" is the running alibi. His assistant attendant also gets some good pay to not ask a lot of questions, or complain. 

He has always been exposed to corruption, from all sides. Deals made to him, with him, by him, for him; and he was always the yesman. Well, no more. One too many people have gotten hurt, and he's tired of others choosing the direction his life takes. 

The final straw was the death of his old friend Jason Marrows, died of 'natural causes.' Which is bullshit. David (David Thorn is his assumed name) suspects that the a/the police/officer may have been working with/for the organization responsible for Jason's debt, and subsequent death. He fears the rivers may run deep into the city's pd. He's not a cop hater, but he knows nobody is immune form the taint of power.
